- Description
- Sources Sought Notice (Request for Information) No. 36C24824Q0095 Cardiac MRI Processing Platform This is not a solicitation announcement; this is a sources sought notice only. The Government will not pay nor reimburse any costs of preparing this response. The purpose of this notice is to gain knowledge of potential qualified sources and their business size status relative to NAICS Code 51321; Size Standard of $47.0 Million. Responses to this notice are not considered responses to any potential solicitation announcement. The Department of Veterans Affairs, Orlando VA Medical Center. VHA Network 08 Contracting Office is requesting information regarding sources that can provide an analytical software tool that can assist trained physicians in the qualification and quantification of cardiac function from MRI images of the heart and vasculature. This software must import medical images from an MRI system and display them in a viewing area that allows access to multiple studies and series of multi-slice, multi-phase images. It displays multi-phase sequences of images in cine mode and includes measurement tools for clinical reporting. It is imperative that these tools be automatic and feature single click analysis. Processing software has the capability to automatically trace regions for right and left ventricular function; measure and calculate the Ejection Fraction, stroke volume, end diastolic volume, end systolic volume, and cardiac output when patient data is loaded with no user input. It will also automatically trace and calculate T1 and T2 regions for color mapping, polar displays, and relaxation times when patient data is transferred to the software. Fully automated segmentation through myocardium to assist in identifying infarct mass, edema mass, salvage mass and signal intensity ratio. Capability to automatically identify and organize images selected by the physician, displays them in a user defined workspace, and adjusts viewing parameters such as pan, zoom, window, and level without any user input. Images are organized by type and technique and are displayed all at the same magnification. The type of images include but are not limited to left and right ventricular segmentation, ventricular function, T1/T2 mapping, and ECV. This algorithm allows for a single click to display comparable images side by side, as well as from previous exams, into a workspace. Calculates T1 relaxation times for native and post images, gives ECV quantification, and produces pixel wise colormaps with polar plot displays. Calculates T2 signal decay while giving two or three parameter fit options as well as pixel wise colormaps with polar plot displays. Calculates T2 and R2 results with two or three parameter fit options with R2 pixel-wise colormaps. Creates signal intensity versus time curves from user defined regions of interest for patent foramen oval analysis. Capability for automatic display of comparable images side by side from multiple exams with no user input. Automatic flow analysis for calculation of aortic, mitral, pulmonic, and tricuspid regurgitation based on user selected method. Vessel segmentation with ROI editing that gives graphical outputs to include instantaneous flow, peak velocity, and positive/negative flow. Semiautomatic calculation of regurgitant fraction, pressure half time and, Qp/Qs. Calculate instantaneous aortic transvalvular pressure gradient without velocity data (Hakki equation). Ability to find/search reference toll for automatically identify and display images that contain a specific location with no user input. Retrospective adjustment of velocity encoding range to correct for velocity aliasing. Automatically detects the mitral and tricuspid annuli on long axis images to determine the basal extent of the ventricle on short axis images. Must be able to quantify myocardial perfusion analysis to assess myocardial blood flow. Must accept and process MRI data from multiple MRI systems and transfer pre and post processed data from multiple Picture Archival and Communication Systems (PACS) and radiology interpretation platforms. Must be able to support at least two users at a single time. All interested firms should provide the following information: company size, company name, address, point of contact, phone number, email address, veteran status (VOSB or SDVOSB), capability statement to perform the work, and a statement describing whether there is a reasonable expectation an offer/quote will be submitted at a fair and reasonable price that offers best value to the United States. Responses to this notice shall be emailed to: Benjamin Amato, Contracting Officer, benjamin.amato@va.gov. Responses must be submitted no later than 18 October, 2023 at 1:00 PM eastern standard time. This notice is intended to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective offerors list or to receive a copy of the solicitation. To be eligible for award, contractors must be registered in the System of Award Management at www.sam.gov. Registration is free and potential offerors are encouraged to visit that SAM website and register as soon as possible to avoid delays should they be selected for a contract award. Questions concerning this announcement should be directed to the Contract Specialist using the e-mail address provided.
