- This is a Request for Quotes. Quotes are due on November 30th, 2023 by 4:00 PM Pacific Time. The PNF Hazard Tree Stewardship IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014�Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. NAICS: 115310: Support Services for Forestry, size standard: 34M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. The project is located on the Plumas National Forest, Feather River, Mount Hough, and Beckwourth Ranger Districts. Access to the Feather River RD mandatory units is off Oro-Quincy Highway. The mandatory units are located 30 miles North-East of Oroville, CA and include 535 acres. There is another 5,434 acres of optional units on the Feather River Ranger District. Access to Mount Hough mandatory units are on various roads and are located North-West and North-East of Quincy, CA and include 425 acres. There are 1,477 acres of optional units on the Mount Hough Ranger District. Access to the Beckwourth Ranger District mandatory units is off the 28N70 road near Conklin Park Campground and off the 28N01 road near Clarks Peak. The mandatory units are located North of Portola and include 558 acres. There are 707 acres of optional units on the Beckwourth Ranger District.� Multiple Awards MAY be made from this solicitation if determined to be in the best value to the Forest Service. Project activities have been separated and designed to allow for individual awards. Offerors are required to provide price proposals for ALL Items on the schedule. Up to 3 awards may be awarded: Award #1: Work Items 1, 2 and 3. Award #2 Work Items 4, 5 and 6. Award #3: Work Items 7, 8 and 9. These schedules are for pricing/payment purposes.�Optional Item 10 will be awarded as a Not to Exceed mileage set forth in the Schedule of Items. This item is contingent on the future need of clearing roads. If multiple awards are made, quantities will be awarded based on needed miles per award. Unit prices prevail. The objectives of this project are to perform mitigation treatment of standing and downed fire killed fuels along and adjacent to roads and recreation sites within the North Complex Fire of 2020 and Dixie and Beckwourth Fires of 2021. These roadside fuels treatments are a vital step of the continued post-fire restoration activities to ensure safe access and working conditions. The project will also reduce the risk of future wildfire and insect or disease infestation and protect, restore, and enhance forest ecosystem components within the project area. Mechanically remove unmerchantable trees and small diameter hazardous fuels along roadsides to landings to be later burned by FS or chipped/removed from contract area. Fall and leave on slopes over 35 percent slope. Decking and Processing of merchantable trees over 24 inch dbh is required in Mandatory Items 4 and 7 (Beckwourth and Mount Hough Districts), and if awarded Optional Items 5 and 8. Remove product per Timber Subject to Agreement if awarded PERIOD OF PERFORMANCES: Mandatory Item 1 and and Optional Item 3 IS FROM DATE OF AWARD THROUGH 12/31/2024 and FROM DATE OF AWARD THROUGH 10/31/2026 for Optional Item 2 and 10. Mandatory Item 4 and 7, and Optional Items 6 and 9 IS FROM June 1, 2024 THROUGH 12/31/2024. Optional Items 5 and 8 IS FROM June 1, 2024 THROUGH 10/31/2026. All timber will be subject to agreement. No mandatory removal. Two site visits are scheduled: The Feather River Ranger District site visit will be held on October 18, 2023, at 10:00 am with a meeting location at Oro-Quincy Highway (BC 119) and French Creek Road (BC 496 65A) intersection. We will look at the mandatory units 1-6.
