- Notice of Intent to Award Sole Source Product Service Code: U008 � Education/Training � Training/Curriculum Development North American Industry Classification Code: 611420 � Computer Training Title: Defense Ammunition Center (DAC) Distance Learning and Training Support Services (DLTSS) Contract Vehicle: GSA Multiple Award Schedule (MAS) Closing Date: 7 November 2023 PROGRAM DESCRIPTION: Army Contracting Command � Orlando (ACC � Orlando), is issuing this Notice of Intent to Award Sole Source on behalf of the United States Army Combined Arms Support Command (CASCOM), in support of the Defense Ammunition Center (DAC) who has a requirement for Explosive Safety, Hazardous Materials (HAZMAT), Ammunition Surveillance, and Military Packaging Distance Learning and Training Support Services (DLTSS). The focus of this requirement is to provide services for creating, designing, developing, testing, updating, enhancing, maintaining, delivering, and technical support for distance learning (web based) training support to the DAC�s certification training mission. The distance learning effort required for this contract also applies to the development and maintenance of Shareable Content Object Reference Model (SCORM) conformant courseware (IMI level 2 or higher) for delivery via the Army Learning Management System (ALMS), the Navy eLearning (NeL) system, the Army Training Information System (ATIS), and an alternate learning management system (commercial LMS). A critical mission of DAC is to provide joint certification training for all Services/Compositions of Services (COMPOS) as required by Federal/Public Law,49 CFR, DoD 4500.9-R, DA PAM 385- 64, NAVSEA OP5, and AFM 32-1065. DAC is a complex, mission-critical, geographically dispersed organization where the contractor must use independent judgement to solve complex problems and deliver uninterrupted services in collaboration with multiple Government stakeholders. DAC requires ahigh level of technical expertise and a technically competent contractor supported by a breadth of capabilities, infrastructure, and matrixed support to successfully accomplish the DAC requirements with a geographically dispersed customer population including CONUS and OCONUS locations. The ALMS, the Army Training Information System (ATIS), ATHD, NeL, Army Training Requirements and Resources (ATRRS), Training and Doctrine Command (TRADOC), and Training Development Capability (TDC) with organizations (e.g., Army, Navy) are critical to DAC�s training mission. Name of Intended Contractor is Serco Inc (Serco), 12930 Worldgate Dr, STE 600, Herndon, VA 20170.� Serco is incumbent contractor on the current DL contract for DAC and was the only respondent that demonstrated the capability of meeting all the critical elements necessary to fulfill the requirements. The contract will be issued on a sole source basis in accordance with FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. PERIOD OF PERFORMANCE: The Period of Performance (POP) for this effort is for a 12-month base with one 12-month option. The effort will be funded on an incremental basis beginning in FY24 and will utilize FY24 Operations and Maintenance (OMA). ACQUISITION APPROACH: These requirements will result in a Firm Fixed Price (FFP), sole?source contract to Serco. This action will be awarded in accordance with 41 United States Code 4106(c)(2) as implemented in Federal Acquisition Regulation 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. FAR 52.217-8 - �Option to Extend Services� may also be included. ESTIMATED DOLLAR VALUE: The total contract value for this effort is estimated at $9.259M. NOTICE: A Sources Sought Notice was posted on 1 September 2023 with a due date of 18 September 2023 to find a vendor who has the capability, experience, and maturity in the fields of ammunition and explosive safety, Distance Learning support, course refresh, and help desk support. Fifteen (15) contractors responded expressing an interest in competing for this requirement beyond the current incumbent contractor; however, the Government has determined that the only capable contractor that clearly demonstrated the capability of meeting all the critical elements of the requirement is Serco. This notice of intent to award sole source is being provided to verify that no other sources can meet this requirement given only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government IAW FAR 8.405-6(a)(1)(i)(B). Responses: Responses to this strategy may identify their ability to meet the requirement and submit their response no later than 12:00 pm Eastern Standard Time (EST) on 7 November 2023.
