Description
AMENDMENT 0004 (17 OCT 2023) - The purpose of this Amendment is to provide responses to RFIs received in response to the solicitation and to update the Synopsis. AMENDMENT 0003 (11 OCT 2023) - The purpose of this Amendment is to provide responses to RFIs received in response to the solicitation and to update the Synopsis. AMENDMENT 0002 (10 OCT 2023) - The purpose of this Amendment is to provide responses to RFIs received in response to the solicitation and to update the Synopsis. AMENDMENT 0001 (25 SEP 2023) - The purpose of this Amendment is to provide responses to RFIs received in response to the solicitation and to update the Synopsis. THIS IS AN UNRESTRICTED PROCUREMENT. This procurement will result in one (1) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services for projects with Secured Spaces (see definition) at various military installations located in the Naval Facilities Engineering Systems Command (NAVFAC) Southwest (SW) Area of Responsibility (AOR): California, Arizona, Nevada, Colorado, New Mexico, Utah, and as otherwise approved. The preponderance of work is expected to be in California. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by Federal Acquisition Regulations (FAR) Subpart 36.6. The IDIQ contract will be for a base period of two (2) years, with one (1) option period of three (3) years (if exercised). The total fee for the contract term shall not exceed $99,000,000. The guaranteed minimum for the contract term (including the option period) is $5,000. Firm-fixed price task orders will be negotiated for this contract. The minimum value of individual task orders executed under this contract is $50,000 and the maximum value is $3,000,000. There will be no dollar limit per year. Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates. The estimated start date is June 2024.Primary A-E services expected to be performed under this contract are preparation of: Requests for Proposals (RFP) for Design-Build (DB) projects with Secured Spaces; Fully designed plans and specifications for Design Bid Build (DBB) projects with Secured Spaces; Site investigations to support new development of facilities on raw land and/or redevelopment of existing facilities on developed sites and new or existing facilities; Studies/reports/evaluations related to the designs of new buildings/facilities and/or renovation/repair of existing buildings/facilities; and 35% design plans, concept sketches, preliminary site plans with building footprint, geotechnical report, site civil survey information and other similar planning and programming related documents. Secondary A-E services expected to be performed under this contract are: Preparation of Construction Contract Support Services (CCSS) or Post Construction Award Services (PCAS); Technical reviews of Government prepared RFP packages for DB or DBB projects for facilities containing Secure Spaces; and Preparation and implementation of ICD/ICS 705 requirements, investigations, studies, evaluations, and recommendations for Secured Spaces within new and existing facilities specifically, but not limited to: Preparation of Sensitive Compartmented Information Facility (SCIF)/Special Access Program Facilities (SAPF) design requirements; Construction Security Plan (CSP) compliance and implementation; Construction Site Security (CSS) planning and set-up; and ICD/ICS 705 SME for design and construction management support, including, but not limited to: Support of facility accreditation process, including Fixed Facility Checklist (FFC) compliance, TEMPEST countermeasure mitigation compliance, Sound Transmission Class Testing and RF Countermeasures Effectiveness Testing, to include interpretation of testing results.Support A-E services may require: cost estimates, coordination of various technical disciplines, such as civil, structural, mechanical, electrical, fire protection, geotechnical, identification and abatement methods of existing asbestos containing materials, lead-based paint, and other hazardous materials.Please see attached synopsis for full synopsis.
