Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference N61340-24-Q-0001 Request for Quotation (RFQ) in all responses.� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05. This synopsis is required because the intention of the government is to award a sole source award to Dell Federal Systems, LP.� The NAICS code for this procurement is 541519 with a small business size standard of $34M.� Requirement: �NAWCTSD P-8 Training Systems team is responsible for the acquisition, fielding and life cycle support of the Royal Australian Air Force (RAAF) training systems located in Australia.� The WTTs, OFTs, and PTTs, rely on the Unified Storage System (USS), also called the Nexus, to manage the Image Generators' (IGs) and Multi-Mode Radar Simulator's databases paging in real-time. The Dell Isilon S210 storage nodes are server computers that function as the Network Attached Storage (NAS) for the Nexus.� The training system is currently experiencing degraded functionality due to failure of Isilon S210 nodes.� On-site servicing of the Isilon S210 nodes and incidental materials is required.� The Isilon S210 node is a Dell proprietary hardware component with a Dell proprietary OneFS software application.� Dell is the original designer, developer, and manufacturer of this hardware and software.� As a result, Dell is the only supplier with the knowledge of the proprietary underlying software code to perform the required services and restore the Nexus Isilon S210 nodes to a fully operational condition.� Because of these reasons, the Government determines that Dell is the only responsible source available to meet the requirements in accordance with FAR 6.302-1.� Changing the provider now would lead to both extensive duplicative costs and unacceptable delays, justifying the sole source determination in accordance with FAR 6.302-1(a)(2)(ii). All responsible sources may submit a capabilities statement, which shall be considered by the agency.� The Government solely for the purpose of determining whether to initiate a competitive procurement will consider all capabilities statements received. �Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. �An option is included in this solicitation and the basis of evaluation will be inclusive of the option as the option may be exercised at time of award. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment with emphasis on the firms� capability to service the Isilon S210 nodes and manipulate the OneFS software code.� Any response should also include a quote for the products or services requested. �The parties are requested and advised to submit its best pricing as part of its response.� The Government reserves the right to process the procurement on a sole source basis based upon the responses received. �The Government will not pay for any information received. Requirements Detail: Estimated 80 hours of Labor Support during regular business hours. Incidental Materials. Option � Labor Support of up to an additional 80 hours if necessary. Delivery/Period of Performance: Performance shall be completed within 30 days after date of award. To be eligible for award the successful offeror must be properly registered in the Government�s System for Awards Management (SAM). �Companies may register at: http://www.sam.gov/. Going forward, all new entities registering in GSA�s System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated.� It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an �Active� status as the government cannot award to an entity without an �Active� SAM registration.� More information can be found at www.gsa.gov/samupdate.
