Description
The Naval Sea Systems Command (NAVSEA) intends to issue a sole source Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to Northrop Grumman Systems Corporation-Marine Logistics Support (NGSC-MLS), located at 401 E Hendy Ave, Sunnyvale, California 94086. The intended sole source will provide for maintenance, repair, and overhaul of ship service turbine generator (SSTG) inboard and outboard thrust bearing stators, aboard in-service VIRGINIA-class submarines. The proposed contract will provide for a maximum ordering period of eight years. Delivery requirements and periods of performance will be determined based on the VIRGINIA-class availability schedules, and will be specified in each individual order. This contract will be awarded pursuant to 10 U.S.C. 3204 (c) (1), only one responsible source and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Only NGSC-MLS currently possesses the knowledge and expertise to meet the Navy�s technical and schedule requirements for SSTG requirements. No other source has the technical capability to perform the work described herein in the time frame required to meet the Navy�s operational needs. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all capability proposals received within 45 days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
