- THIS IS A REQUEST�FOR PROPOSAL FOR AN OTHER TRANSACTION AGREEMENT (OTA). The Air Traffic Control (ATC) Future Technologies (AFT) AFLCMC/HBAG at Hanscom Air Force Base, Massachusetts seeks responses to the attached Request for Proposal. The purpose of this announcement is is to request proposals to reach an agreement of a hybrid priced Prototype OTA for a Multi-Band Multifunction Tactical Radar System (MB-MTRS) System Design and Prototype Development effort under the authority of 10 U.S. Code � 4022. This MB-MTRS effort will validate the achievable performance, requirements, and cost for such a system. Should the Government select more than one proposal, the selection will be for Phase 1. Phase 2 and beyond shall only have one awardee. Attached is the Request for Proposal for Multi-Band Multifunction Tactical Radar System (MB-MTRS) System Design and Prototype Development. Submissions should be delivered via Department of Defense�s Safe Access File Exchange (SAFE) website at�https://safe.apps.mil/. Since unauthenticated users (Non-DoD Personal Identity Verification (PIV) certificates) must receive a drop-off request from a DoD user, please notify the Agreements Officer Mr. Richard T. Williams (richard.williams.66@us.af.mil) and Contracting Specialist Ms. Danielle Crone-Alvarez (danielle.crone-alvarez@us.af.mil) of your company�s intent to deliver a response. The Government Agreements Officer or Contracting Specialist will provide you with a �Drop-off Request� which you will use to submit your files. The Drop-Off Request will be valid for 14 days. For additional guidance, please see the SAFE website at�https://safe.apps.mil/. All submissions are due by 0600 EST on 13 November 2023. Submissions shall be in PDF format and shall not exceed 75 pages in length. The Government will receive written questions regarding the proposal for this effort until 1600 EST on 31 October 2023. All answers to questions will be posted no later than 1600 EST on 03 November 2023.
