Description

This is a SOURCES SOUGHT ANNOUNCEMENT ONLY.� It is neither a solicitation announcement nor a request for proposal (RFP) or request for quote (RFQ) and it does not obligate the Government to award a contract.� Request for a solicitation will not receive a response.� The purpose of this sources sought announcement is for market research to make the appropriate acquisition decisions, to include set aside decisions and to gain knowledge of potential qualified sources. The General Services Administration (GSA) Public Buildings Service (PBS) Region 9 is contemplating to install an Energy Management Information Systems (EMIS) at the 300 North Los Angeles Federal Building located at 300 N. Angeles St, Los Angeles, CA 90012. �EMIS are a broad and rapidly evolving family of software tools that monitor, analyze, and control building energy use and system performance. GSA is seeking an EMIS to manage, save, and report energy use; test, demonstrate, and study the integration of renewable energy and energy efficiency technologies; and make operational decisions that minimize emissions or enhance resiliency. EMIS will be subject to and must be compliant with , but not limited to the following standards, policies, and regulations: FAR Part 39 - Acquisition of Information Technology GSAM Part 539 - Acquisition of Information Technology GSAM Part 511.170 Information Technology Coordination and Standards. GSAM Part 511.171 Requirements for GSA Information Systems GSA CIO 09-48, IT Security Procedural Guidance: Security and Privacy IT Acquisition Requirements GSA CIO 12-2018, IT Policy Requirements Guide GSA IT Directives All interested Contractors who can provide EMIS must provide a written response to this sources sought notice and include, but not limited to the following: A capability statement that addresses the organizations qualifications and ability to perform the requested services; and to include the following information: Company name, Address, Point of contact, Phone, fax, and email, UEI number, If applicable, your GSA Federal Supply Service (FSS) Multiple Award Schedule (MAS) Contract # and Price List Type of small business, e.g., Services Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), 8(a), HUBZone, Women Owned Small Business (WOSB), Small Disadvantaged Business, or Small Business. Provide information on the EMIS your company can provide, please include documents, brochures, websites, and other information for GSA to review.� List of past and/or current contracts providing EMIS to both private and public sectors. �GSA prefers past / current contracts that have be awarded by a Federal agency.� Please include the following information: Contract Number Customer (i.e. Federal Agency, State Agency, etc...) Contracting Officer Name, Phone Number and Email Address Contracting Officer Representative Name, Phone Number and Email Address, Any other pertinent information that may assist the Government in relation to this requirement, commercial standards, industry best practices, etc... Responses to this sources sought notice must be emailed to Tue Tran, Contracting Officer at tue.tran@gsa.gov.� Please include the following title in the subject line of the email: �GSA PBS REGION 9 EMIS NLA � SOURCES SOUGHT NOTICE�.� Responses must be received no later than November 3, 2023, 11:00 AM Pacific Time (PT).� After review of the responses to this sources sought announcement, a solicitation may be published at www.sam.gov, �https://www.ebuy.gsa.gov/ebuy/, or any other approved website.� Responses to this sources sought announcement are not considered adequate responses to the solicitation announcement.� All interested parties will have to respond to the solicitation announcement in addition to responding to this sources sought announcement.
