Description
Advertisement Expression of Interest Sought The Department of Veterans Affairs currently has one lease at 4359 net usable square feet (NUSF) in College Park, GA that will be expiring in April of 2026. The government plans to award a superseding/expansion lease to add 1649 (NUSF) to the existing lease. The Department of Veterans Affairs is conducting market research/seeking capable sources from bondable and experienced firms that are classified and registered in www.vip.vetbiz.gov as either Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) that are interested in a forecasted lease project for a contiguous office space in a professional and aesthetically pleasing Building. Space of must be in a quality building of sound and substantial construction, either a new, modernized building, or one that has undergone restoration or rehabilitation for the intended use. Space shall be in a prime commercial office space with attractive, professional surroundings. Streets and public walkways shall be well maintained. Space shall be located on the ground floor. Space should be within the delineated area, to yield 6,008 net usable square feet (NUSF). The NAICS Code is 531190 Lessors of Buildings (except mini warehouses and self-storage units), that are not used as residences or dwellings. Included in this industry are: (1) owner-lessors of nonresidential buildings; (2) establishments renting real estate and then acting as lessors in subleasing it to others; and (3) establishments providing full-service office space, whether on a lease or service contract basis. Responses to this notice will assist the VA in determining if the acquisition should be set-aside for competition restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127. Although this notice focuses on SDVOSB and VOSB, we encourage ALL small businesses and other interested parties to respond for market research purposes. The Department of Veterans Affairs, desires to lease approximately 6,008 net usable square feet of space in Atlanta, Georgia. The government plans to award a superseding lease, sole-sourced to the incumbent lessor at the current location of the Atlanta Vet Center, College Park, GA. The space will be occupied by the Department of Veterans Affairs, Atlanta VA Health Care System (AVAHCS) and must include space for use by tenant for personnel, furnishings, and equipment.  The Government requires a fully serviced lease.  Space should be located on ground floor. There must be a minimum of 30 parking spaces, with 5 spaces designated for handicap parking within local codes and laws.  Access is required M-7:00am-7:00pm, Tues, Thurs, Fri 7:00am 4:30pm and Wed 7:00am-8:30pm..  Space shall not be located in high crime areas or in any area that will require more stringent building security, preferably within a 10-mile radius of police facility.  Proximity to gun stores, pawn shops, adult entertainment clubs, liquor stores, medical (or otherwise) marijuana distributors or methadone clinics are precluded within a walkable ¼ mile of the Vet Center. Building cannot be within a 100-year flood plain. A current certificate of seismic compliance must be submitted with all expressions of interest.  Access to public transportation shall be located within the immediate vicinity of the building, but generally not to exceed a walkable one mile as determined by the Contracting Officer. Alternatively, two or more public or campus bus lines usable by veterans shall be located within the immediate vicinity of the building, but generally not to exceed a walkable ¼ mile. Vet Center will remain in Georgia 5th Congressional District. The Government will consider alternative space that it considers economically advantageous. Prospective Offerors need to know that the Government will consider relocation costs, to include the physical move, as well as build-out costs when deciding whether it should relocate or pursue a sole-source acquisition. Location: To receive consideration, submitted properties must be located within the following area described below, which is bound by the following roads, or must front on any of the following boundary lines: North: Interstate 285 East: GA Highway 138 South: GA Highway 85 West: Old National Highway Lease Term: The lease term shall be 20 years, 15 years firm. A market survey of properties for lease may be conducted by VA. Brokers or legal representatives submitting property must show written acknowledgement and permission to represent the property. Property owners and developers must provide written proof of ownership or non-contingent control of property at the time of submission of initial bids. The following information shall be provided along with the expression of interest: (1) Site plan depicting the building, (2) a map depicting location of building with the delineated area, (3) a block or floor plan of the proposed space for offer, (4) identification on site plan demonstrating location of parking to be dedicated for VA s use.
