- Request for Information (RFI): COLUMBIA Class Ropeguard and Duct ICCP Kits Production� This is not a Request for Proposal (RFP) and award of a contract will not be made as a result of this questionnaire. The Naval Surface Warfare Center, Carderock Division (NSWCCD) requests assistance from industry for conducting market research on a future production contract composed of seven shipsets of COLUMBIA Class submarine Ropeguards and Duct Impressed Current Cathodic Protection (ICCP) propulsor hardware. The purpose of this RFI is to conduct market research by soliciting industry comments and feedback. Market Research will determine potential socio-economic small and large businesses interested in, and capable of, providing the support services identified herein.� This posting is issued in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 10. Responses should include the following: 1. Cover letter, not to exceed one page that includes: Organization name, CAGE Code, and address Point of contact name and contact information Size and type of organization, including if applicable U.S. small business or other status Brief statement of interest that indicates the organization�s interest in applying as a prime or subcontractor. 2.� Response to NSWCCD questions, shall not exceed 25 pages. Interested parties shall provide a response to the following questions: The government would like to gage industry interest in producing COLUMBIA class Ropeguard and Duct ICCP propulsor hardware. The Ropeguard Kit, the Reference Cell Cover Kit, the Anode Cover Kit, and the Outer Structure Inner Diameter (OSID) Reference Cell Kit designs are defined by attachments (1) � (4) and their references. If yes, The first planned COLUMBIA propulsor hardware shipset, composed of one Ropeguard Kit, one Reference Cell Cover Kit, one Anode Cover Kit, and one OSID Reference Cell Kit, has a planned delivery 36 months after order. This 36 month timeframe also includes an estimated 12 months for the vendor to become qualified to the material specification requirements defined in attachments (5) � (8). Each subsequent shipset has a planned delivery 18 months after order. Is this delivery cadence expected to result in any issues? The planned ordering cadence will result in up to four shipset orders in production at the same time with up to two shipsets having the same delivery date. Is this ordering cadence expected to result in any issues? � The COLUMBIA class Ropeguard and Duct ICCP propulsor hardware are defined in a specification drawing format without specific composite materials or manufacturing processes defined. In order to demonstrate that a given vendor�s proposed combination of materials and manufacturing processes are adequate to meet the component�s functional requirements, qualification processes are required to be executed. The qualification requirements are defined in attachments (5) � (8). The Government will fund the required material qualification effort as part of contract award. The Government would like to understand if industry is capable and willing to become qualified to produce COLUMBIA class propulsor hardware. If yes, The Governement estimates that 12 months from the time of contract award will be needed to complete the required material qualification effort. Is this timeframe adequate for a vendor to become qualified? What is your estimated cost to become qualified?� This is for planning purposes and the Government considers engineering rough order of magnitude (EROM) estimates to be the appropriate level of detail for this effort. Provide a summary of capabilities (equipment, facilities, and personnel qualifications) to manufacture seven ship sets of COLUMBIA class Ropeguard and Duct ICCP propulsor hardware and identify any capital/facility/equipment upgrades required. � NSWCCD intends to fulfill this requirement via a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five year ordering period. This contract will include Cost-Plus-Incentive-Fee (CPIF) orders and have an anticipated award date of First Quarter, Fiscal Year 2025.� The Government plans to use a 50/50 share line for both over and under runs.
