Description
Purpose: FLEETWERX and Nautilus, in collaboration with the Naval Postgraduate School (NPS), NavalX and NAVSEA, will host a series of events to identify organizations with technologies and techniques to design, build/stand-up, operate, and maintain two (2) Component Repair Centers (CRCs) along with a new forge/foundry to provide the Navy with state-of-the-art operations, machinery, robotics, and integrated IT systems with the existing Navy and Naval Shipyard IT systems.?� Interested parties shall sign up and follow the instructions found here: https://www.nautilus22.org/crc Responses are due by November 1, 2023 by 11:59pm, EST. The event will be held December 6-7, 2023. Requirement:�Included in the CRCs will be existing rotatable pool components from the four stipulated rotatable pools listed in the Background section. This includes, leveraging data that is used in the iForecast system along with the Advanced Industrial Management (AIM), Maritime Services Enterprise (MSE), and the Navy Maintenance Data (NMD) databases and creating new data models, testing data models, generating analyses/model outputs and publishing associated results. This may include, creating secure and portable data models for government integration into the iForecast or other SUBMEPP/NAVSEA applications, testing data models (such as for model performance, stability, and sensitivity), adhering to SUBMEPP/NAVSEA coding and data modelling standards, creating models in congruence with previous iForecast data models, publishing outputs from data models/analyses as required by SUBMEPP/NAVSEA, and leveraging comprehensive data science tools. The contractor must have experience in Navy material forecasting and have experience working with Navy material data with the ability to learn and integrate into the MSE and AIM data environments. The overall layout of the CRCs shall take into consideration Kaizen principles utilizing lean Six Sigma Standards for the latest in Computer Numerical Controlled equipment and maintenance cycles along with a mainframe tied directly into the navy forecasting and workload IT systems.?� Background: Complex depot-level maintenance is conducted at all four Public Naval Shipyards (NSYs): Norfolk Naval, Portsmouth Naval, Puget Sound Naval & Intermediate Maintenance Facility, and Pearl Harbor Naval & Intermediate Maintenance Facility. They respectively employ a skilled workforce of over 37,089 individuals, performing maintenance and modernization work for Chief of Naval Operation (CNO) availabilities. Some reoccurring issues faced at the NSYs for overhauling components are hard to get parts/pieces, length of time to overhaul, complexity of overhaul, lack of vendor support, and premature failure of an item. Component rotatable pools were stood up to correct the schedule delays. Submarine Advanced Equipment Repair Program (AERP, PMS392), Trident Planned Equipment Repair program (TRI PER, PMS392), Carrier Planned Equipment Repair program (CARPER, PMS312), Corporate Component Repair Program (CCRP, PMS392), and Nimitz Aircraft Carrier Class (CVN68CL, PMS312) and Los Angeles Fast Attack Submarine Class (SSN688CL, PMS392) shafts. The concept for rotatable pools is to have refurbished material Ready For Issue (RFI) in ""A"" condition when needed to meet the demand signal. Similarly, Other Productive Work (OPW) lines were established at NSYs for refurbishment of all other components needed during ship maintenance availability or to meet off-yard fleet demand. Because of ongoing NSYs resource constraints and schedule impacts caused by prioritization of workloads being shifted, the rotatable pools are challenged to meet schedule, quantity, and quality demands for planned CNO availabilities.?� Disclaimer: This is an Industry Collaboration Eventy notice only and is not to be construed as a committment by the Government for any actual procurement of supplies or services.
