Amendment 0003 - Amendment revises/adds: Optional Item 48 � Cut and Remove Included Timber Unit Price and Total blocks in the Schedule of Items has been revised to include �N/A� as pricing is not required for this item. Site Notes and attendees list for the West side Site Visit on October 11th, 2023 has been added. Amendment 0002 - Amendment revises/changes/adds: Item 25 and 26 in the SOI have been revised to add sub-items for each Treatment Area. Period of Performance Schedule revised to reflect sub-item revision. �Item 117 � Road Re-Construction Related to All Forest Service System Roads within Contract Area has been changed to ONLY INCLUDE Forest Service System roads used for Haul Routes for removing product. Appendix A has been revised to reflect SOI revision. Complexity Descriptions for Low and High Complexity has been expanded and revised. Table has been moved to Mandatory Item 6 and Optional Item 25a � e � Implementation Plan specifications. Specifications for Reconstruction Plan has been revised to remove �all Forest Service system roads� to Haul Roads used for Product Removal. Links to requested spatial data for hydrography and MVUM road data �for the Spirit G-Z project area have been added to the Eastside Site Visit Q&As. See Question #5. Q&As from the Pre-solicitation Q&A meeting has been added. Amendment 0001 - Amendment adds information on a second site visit scheduled to view the west side portion of the Spirit G-Z project area. October 11th, 2023, at 900 AM PT, meeting in LaPorte, CA. See attached map: A0001Spirit G to Z Oct 11th Meeting Location. Amendment removes page limit requirements for submittal of Technical Approach. *This is a Request for Quotes � all attachments are Final Solicitation documents. Request for Quotes are due November 9th, 2023 by 4:00 PM Pacific Time The Spirit G - Z Stewardship IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014�Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. Project Location: The project incorporates all three Ranger Districts across the Plumas National Forest. Description of Work: The intent of the project is to increase the pace and scale of forest restoration treatment by reducing conifer encroachment, competition, stand density, fuel loading, and ladder-fuels to increase forest stand health and to mitigate risk of catastrophic wildfire. The objective of this project is: For the contractor to complete the end-results from NEPA handoff through final completion of the project area. Complete detailed logging plan, and road analysis, for acres associated with Enterprise Treatment Area. After detailed logging plan, and road analysis have been accepted and approved, contractors will then: Flag, sign, and paint Enterprise Treatment Area. Design/plan cruise and complete cruise with final estimate for non-saw products. Cut, skid, and deck included non-saw products. Remove non-saw timber products. Contractors shall identify what work activities are needed within the Opportunity Treatment Area first before identifying work activities across the five Spirit Treatment Area acres to meet the desired end-result objectives that shall be presented in maps and a detailed Implementation Plan. After the initial Implementation Plan (Road Analysis Plan, Service Treatment Plan, and Implementation Maps) has been accepted and approved, contractors will then: Layout Timber Removal and Service Only treatment units. Collect Stand Exam plots for silvicultural prescriptions. Design detailed logging plans. Complete timber cruises and timber marking where identified for each identified timber removal treatment area. Complete all on the ground timber removal and service work activities. Complete all required road maintenance and road re-construction for product removal. Estimated Timber Volume and Species composition is as follows: Total timber quantities and treatment acres are unknown and shown as estimated gross quantity. Completion and acceptance of Items 1, 6 and 25 will determine true needed quantities for all other Items. The use of �Stepladder Pricing� enables the Government to establish Firm-Fixed Pricing at time of award for all Items based on differing complexity. Awarded contract will be a commercial services contract with requirements for timber removal. Site Visit Date and Time: The Forest will hold a site visit for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract and any operational limitations foreseen by attendees. The site visit will be held on September 27th, 2023, at 9:00 a.m. PT. See Notes Section of the Solicitation for meeting location information and site visit map.
