The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). �INL�s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. � The INL Office of Europe and Asia (INL/EA) develops and manages law enforcement, justice sector, narcotics control, and corrections programs and contributes to policy formation on civilian security issues for countries in the regions. �INL/EA is responsible for coordinating policy and programs with other U.S. government departments and agencies involved in anticrime and narcotics control activities, including the Department of Justice (DOJ), Office of National Drug Control Policy (ONDCP), the Department of Defense (DOD), Department of Homeland Security (DHS), Department of the Treasury, the U.S. Agency for International Development (USAID), and others. The INL Section at the U.S. Embassy Islamabad, Pakistan (INL/P), supports the Pakistani national, provincial, and municipal police forces development as professional, apolitical, and accountable institutions capable of managing Pakistani�s internal security and striving to meet international standards for policing. The purpose of this Personal Services Contract is to fill the vacant position of a Senior Police Advisor (SPA) at INL/Pakistan. �The SPA will provide specialized civilian law enforcement and border security expertise to assist develop and implement the INL police assistance program in Pakistan and oversee the management aspects of the assigned programs/projects/activities. �The SPA must be able to work rapidly and responding promptly to multiple and evolving priorities in a difficult and demanding environment. �The position requires law enforcement sector subject expertise and experience required to determine swiftly what assistance is required, within what timeframe it must be implemented, and how such assistance must be supervised to ensure its effectiveness. Although the position requires law enforcement and border security expertise, the position serves as a general program and project manager, not as a law enforcement trainer or implementer of program activities. � DUTIES & RESPONSIBILITIES Under the direct supervision of the Islamabad INL Police Program Officer or his/her designee, the Senior Police Advisor will perform the following duties: A.�� �Technical Advice 1.�� �Serve as a subject matter expert and advisor to the INL Police Program Officer on law enforcement and border protection issues. Provide program guidance and insights on the implementation and development of the INL/P police assistance program; track key political and reform developments to ensure assigned portfolio is designed and targeted to respond to needs, opportunities, and challenges; conduct research and analysis to support current and future programming. �Contribute to the development and strategy of the INL/P police assistance program. 2.�� �Provide policy analysis and program guidance/reporting to the INL Police Program Officer upon request on law enforcement aspects of current program efforts as well as those in planning or evaluation stages. �Such guidance may include mission objectives, the size and structure of the international police training presence, coordination with other Embassy sections, budgeting, development of Pakistani policing capacities and institutions, practical measures to improve U.S. and international capacities to provide police assistance, and training plans. 3.�� �Cultivate professional and social relationships with host government officials, civil society, international organizations, private sector to ensure close, cooperative working relationships. Act as liaison between these entities and components of INL/P and the U.S. Mission. �Serve as INL Point of Contact for select subject matter areas. �Brief USG stakeholders, including INL, Embassy, and Mission management. � 4.�� �Assess Pakistani institutional capacity and advice regarding the performance of Pakistani agencies and INL implementing partners to recommend future law enforcement and criminal justice programming in country. �Generate support for and actively advance U.S. policy objectives with key host government officials, influential organizations, the media, and leaders in the private sector. � � � B.�� �Program/Project/Activity Management 1.�� �Participate and/or lead in the assessment, design, award, and monitoring of activities, projects, and strategies. This may include responsibility for drafting concept papers, program descriptions, statements of work, modifications, and other analytical and planning documents; drafting and circulating for approval pre-obligation documents; initiating requisitions in the procurement system; coordinating with the relevant INL offices in Washington, DC on new procurements and modifications; serving on and chairing technical evaluation committees and preparing selection documentation for recommendation and approvals. �Ensure that programming meets U.S policy objectives and priorities. 2.�� �For the assigned portfolio, administer and monitor the expenditure of funds provided to implementers. Conduct analysis and develop guidance in project budget preparation, and program planning. Ensure budget remains within authorized levels and that funds are being spent in an appropriate, efficient, and effective manner for the assigned projects. 3.�� �May serve as the contracting/grant/agreement officer�s representative (COR/GOR/AOR), alternate, or activity manager for activities under the assigned portfolio. Duties include conducting site visits to monitor activities; holding regular meetings; corresponding with partners and program stakeholders; and tracking partner performance against activity objectives and results. 4.�� �Ensure that assigned portfolio is not subject to waste, fraud, or mismanagement. �Establish and maintain appropriate internal management control systems. �Help manage and monitor the use of the U.S.-provided commodities. 5.�� �Ensure assigned programming complies with USG requirements and legal restrictions, including Leahy vetting, and is coordinated with related USG police, criminal justice, rule of law, and corrections assistance and programs. � C.�� �Coordination, Representation, and Reporting 1.�� �Meet regularly with embassy stakeholders, other donors, government counterparts, civil society organizations, implementing partners, and others to share information and coordinate on programming. May be required to represent INL/P in external meetings related to assigned portfolio areas or the larger INL/P police assistance program. � 2.�� �Serve as point of contact and/or activity manager for INL/P regional and centrally managed police assistance mechanisms.� 3.�� �Contribute to reporting for recurring and ad-hoc project and program briefs, portfolio reviews, operational plans, annual performance plans and reports, scene setters, briefers to INL and other USG officials, reports from meetings and events, and other reporting as required. Assist in the preparation of required reporting such as the annual budget request for International Narcotics, Crime and Law Enforcement (INCLE) funds and the Mission Resource Request. 4.�� �May be required to brief Department, Congressional, and other international dignitaries orally and in writing on the assigned portfolio. �Develop appropriate itinerary and accommodates official travelers to Pakistan, as necessary. Serve as a site officer on official visits. D.�� �Management Support 1.�� �In the absence of the INL Officer, the SPA may be assigned an acting role. During such periods, the PA will be responsible for coordinating and directing the work of the INL/P Police section staff, managing the ongoing work of the team towards its objectives, and reporting directly to the INL/P Deputy Director and Director. �The incumbent will prepare for and attend internal meetings and work closely and collaboratively with the rest of INL/P. 2.�� �Assist with providing office coverage in the absence of key INL/P Police section staff due to annual leave, training, rest and recuperation travel, or home leave. 3.�� �The SPA may be assigned a supervisory role over Locally Employes Staff (LES), but not to include supervision of direct hire employees. �The SPA will coordinate standards and evaluate work performance, develop training, and provide guidance and counseling to resolve grievances of INL/P LES employees as needed. The INL/P Police section is authorized a staff of eleven (11) comprising of one U.S. Direct Hire Foreign Service Officer, two USPSCs (one of which is this position), and eight LES. 4.�� �Maintain security awareness and properly handle classified and controlled items and information. � 5.�� �When required, perform the role of an embassy Duty Officer. 6.�� �Performs other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. � 2.�� �Completes the Grants Officer Representative distance-learning (DL) course through the Foreign Service Institute (FSI) within120 days of arriving at Post. �Certification must continue throughout the life of contract. 3.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first (4) months of arriving at Post. 4.�� �Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post. � 5.�� �Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance for this position is US Embassy Islamabad, Pakistan. Frequent travel in and around Pakistan is required with other occasional international travel. RELATIONSHIPS The SPA reports to and receives broad policy guidance and general direction from the INL Police Program Officer. �The SPA is responsible for planning and implementing many aspects of organizational, project, and logistical operations. �The SPA coordinates and communicates with INL/P and the INL/EA teams. �The SPA�s actions, decisions, and recommendations are reviewed based on results achieved and conformance with appropriate laws and regulations. �The SPA must depend in part on his/her own professional judgment to further the mission of INL. The Contract Administrator shall be the INL Contracting Officer in Washington. �In no instance shall the INL Officer or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. �The Contracting Officer must authorize such changes in writing. The INL Police Program Officer will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves planning, organizing, and completing complex financial and organizational. �Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing, and determining the scope and depth of studies/audits to be undertaken. �The SPA is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. The SPA develops detailed plans, goals, and objectives for the long-range implementation and administration of the assigned portfolio, and/or develops criteria for evaluating the effectiveness of the projects. �Coordinating plans with various other groups including international donors, the U.S. Embassy, and the Government of Pakistan can be complicated. �� Projects require dynamic leadership, expertise and complex innovation, strict adherence to high level policy without lower-level interpretive assistance, and the ability to single-handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may impact other programs. �They are broad in scope and complicated by many complex features, technical, administrative, or political in nature. SCOPE & EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Pakistan, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.) 2.�� �Bachelor�s degree from an accredited U.S. institution� 3.�� �A minimum of five (5) years of relevant work experience in the fields of law enforcement and/or criminal justice development programs of which one (1) year in a supervisory role. 4.�� �A minimum of three (3) years of relevant work experience in project management. Demonstrated experience developing and implementing projects, to include preparation or tracking of budgets, strategy development, grant/contract management, reporting, and monitoring and evaluation. 5.�� �A minimum of two (2) years of working in a multi-cultural environment. Demonstrated ability to work effectively in a complex, fast-paced, insecure, dynamic environment with minimal direction or supervision.; and 6.�� �Demonstrated experience coordinating and working closely with the U.S. government interagency, Department of Defense, United Nations and/or international community on law enforcement and/or criminal justice development programs. EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Offerors should cite specific, illustrative examples for each factor. Factor 1:�� �Relevant Work Experience and Written Communication Skills�� � (20 Points) Demonstrated work experience in managing complex projects which include determining and validating requirements, implementing progress on projects, as well as reporting on law enforcement and/or criminal justice issues. Demonstrated� ability to write concisely, clearly, and persuasively and communicate complex issues in a timely and concise manner. Factor 2:�� �Project and Program Management�� ��� ��� ��� ��� � (20 points) Demonstrated experience in preparing budgets, advance acquisition plans (AAP),� statements of work (SOW), procurement orders, purchase requests, sole-source justification waiver requests. Factor 3:�� �Liaison, Relationship Development, and Oral Communication Ability�� ��� ��� ��� ��� ��� ��� ��� ��� ��� ��� ��� ��� �(15 points)� Demonstrated experience building and maintaining relationships with state, local, and federal government organizations, as well as international organizations and non-governmental organizations. �Demonstrated ability to communicate concisely, clearly, and persuasively and communicate complex issues in a timely and concise manner. Factor 4:�� �International Experience�� ��� ��� ��� ��� ��� � (15 points) Demonstrated experience of working/operating in foreign environments and/or with senior foreign officials; to include ability to live, work, and travel in difficult conditions with limited support, manage programs in a complex and fluid environment, show good judgment in challenging security situations, and demonstrate appropriate communication and interaction with international law� � � � � enforcement agencies and officials. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. The Offeror Rating System is as Follows:� Evaluation Factors have been assigned the following points:� Factor #1 � 20� Factor #2 � 20� Factor #3 � 15 Factor #4 � 15 � Total Possible � 70 Points� Interview Performance � 30 points� Satisfactory Professional Reference Checks � Pass/Fail (no points assigned) Past performance evaluation of applicant�s ability to perform under the contract. �In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.� Total Possible Points: 100 The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($95,225 and $139,841 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
