Description

Department of Veterans Affairs, Network Contracting Office 17, is soliciting offers for monthly service and emergent repairs of a Therapy Pool located at the Dallas VA. This will be a base plus four (4) Option Year (OY) contract with an anticipated Period of Performance (PoP) of: Base Year: 12/15/2023 to 12/14/2024 Option Year 1: 12/15/2024 to 12/14/2025 Option Year 2: 12/15/2025 to 12/14/2026 Option Year 3: 12/15/2026 to 12/14/2027 Option Year 4: 12/15/2027 to 12/14/2028 This is a Request for Quote (RFQ). The government anticipates awarding a firm-fixed price contract resulting from this solicitation. This RFQ is a Small Business (SB) Set-Aside. All respondents must have an active registration in the System for Award Management at www.sam.gov. Award will be made to the offeror proposing the combination most advantageous and best value to the Government. based upon an integrated assessment of the evaluation factors described below. The SCI Aquatic Therapy Pool requires treatment to maintain a healthy and safe environment of patients and staff. The contractor shall provide all chemicals, containers, pumps, probes, controllers and testing reagents to maintain the SCI Aquatic Therapy Pool within operating parameters. The contractor will maintain the pool operating equipment including filtration systems and the moveable floor. The pool is a 55,000-gallon pool with a moveable floor. This is a competitive best value selection in accordance with FAR 13.106-2. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers listed in descending order of importance with Factor 1, Technical Capability to meet the Government requirements; Factor 2, Past Performance, and Factor 3, Price. Technical questions shall be accepted by the Government in writing via email only until November 3, 2023, no later than 4:00 PM Central Standard Time (CST).
