THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. The National Institute of Health is seeking a contractor to provide their experience with a projected hot cell installation project. The contractor will be tasked with completing a safety plan that complies with lead safety standards. The safety measures and precautions detailed in the safety plan will be employed by the contractor during the radioactive hot cell installation. These lead based hot cells will be installed by the manufacturer but require a project manager and staff that will ensure lead compliance safety and administration during the installation project. �The radioactive hot cells will be installed in a laboratory space at the NIH Clinical Center.� SCOPE OF SERVICE REQUIRED� ��� �Must be familiar with safety and security of equipment/materials within the laydown area, and in the work area. Contractor is also responsible for keeping unauthorized persons from the laydown and work area; this includes any NIH personnel wishing to enter these areas (ensuring t required health and safety protocols involving the utilization of PPE protocols are followed. ��� �Must be familiar with the proper PPE required when working with lead. The safety plan address and provide diagrams that indicate the location(s) where PPE will be donned/doffed. ��� �Must have experience in locating sticky mats during the installation process and locating areas within the containment area where sticky mats would be most effective. Removing and replacing sticky mates during the installation process will be necessitated.� ��� �Previous experience providing comprehensive plans that will provide safety assurances with specificity in an environment with lead dust. �Prior experience submitting a safety plan at a governmental institution, in particular NIH would be ideal.� ��� �Experience with lead dust mitigation. An example of the type of detail that will be required includes �the procedures that would be employed for unwrapping the plastic sheets that covering the lead that reduces lead dust being displaced in the air. � ��� �Provide a HEPA vacuum (s) that will be utilized during the installation process that will minimize lead dust in the air. The lead bricks are received on pallets and are covered in plastic. Familiar with processes that minimize the spread of lead dust. �The contractor will also make efforts to minimize the risk of lead dust falling onto the pallets themselves. After unwrapping, the contractor will be tasked with vacuuming the lead and the pallet with a HEPA vacuum. Additionally, once the lead has been removed, and the sheeting removed and disposed of, HEPA vacuum the pallet again, prior to sealing the pallet in a large plastic bag and moving it to the storage area for TCLP testing. This will require the use of a HEPA vacuum. Provide a comprehensive plan that addresses the requirements as listed. ��� �Detail the proper locations in which �a hazardous waste drum would be located based on installation traffic Contractor to provide a diagram showing the location of the hazardous waste drum when completing the final Safety Plan. ��� �Remove lead waste from a containment area. Familiar with procedures that would minimize the spread of lead dusting during the movement of construction materials. Detail the procedures to be utilized to safe remove y construction waste i.e. wood pallets and plastic wrap. ��� �Detail handwashing procedures, i.e., location. Contractor to ensure materials for handwashing are present prior to beginning activities that requires handwashing (i.e., soap, towels, etc.). There is a bathroom near the installation area what would be your handwashing requirements during then handling of lead bricks ��� �Can contractor provide an individual to monitor the rolling of the pallet jacks over the sticky mats to ensure full circumferential exposure of the wheels to the mats? What measures will you employ to ensure that pallet jacks have been properly cleaned before entering non-installation areas in the parking garage?� ��� �Experience providing a licensed forklift and forklift operator to the NIH site. ��� �The utilization of protective gloves is mandated. How would your safety plan monitor the exchanging of �protective gloves� inside and outside the installation area. ��� �Provide floor protection to the area. The exact dimension of the halls will be provided but the contractor must ensure that floor protection is adequate to protect the finished floor beneath. ��� �Provide a negative air pressure machine. ��� �Attend NIH Joint Commission on Accreditation of Healthcare Organizations (JCAHO) training and apply procedures as they apply to negative air pressure. LOCATION � National Institute of Health, Main Campus, Bethesda, MD. TYPE OF CONTRACT CONTEMPLATED The National Institute of �Drug Abuse is contemplating awarding a contractor fixed price contract. COMPLETION PERIOD:� The National Institute on Drug Abuse requires support services for the installation of radioactive hot cells for an approximately two month period of performance from the date of award. INFORMATION REQUESTED Vendors should provide a capability statement that addresses their capability and experience. �Vendors with prior, similar experience should clearly demonstrate that experience and include information on the size and scope of that experience. If prior experience was gained with the Government as a prime or subcontractor, describe the size and scope of the work and provide the contract number. Capability statements should address each point listed under the applicable technical area(s). Capability statements must address the specific technical area(s) and points in this Notice; general capability statements will not be reviewed.� Vendors seeking to respond to this Notice as part of a teaming arrangement should include the requested information from each vendor in the proposed team.
