2 This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this-- sources sought announcement must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. The Loma Linda VA Health Care System (VALLHCS) located at 11201 Benton Street Loma Linda, CA 92357 is seeking a potential qualified contractor that can provide: TREE TRIMMING/REMOVAL/IRRIGATION SERVICES Important information: The Government is not obligated to/nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. All information submissions to be marked Attn: Cristine Carmody, Contract Specialist and should be received no later than 4:00 pm PST on November 3, 2023. ***************DRAFT***********DRAFT***************DRAFT************** TITLE: TREE TRIMMING/REMOVAL/IRRIGATION PROJECT ON VA LOMA LINDA GROUNDS BACKGROUND INFORMATION: The purpose of this contract is to ensure that the campus trees are trimmed and shaped to standard. The trees will need all hazardous trees and branches removed so we do not have a safety concern and balancing prevents any future tree hazards. The previous dead trees were removed, and the stumps identified will require to be removed and grinded. Previous dead trees were removed, and the new ones will require to be planted. OBJECTIVES: Tree Trimming / Tree Removals/Stump Grinding/New Tree Plantings The purpose of this contract is to have a Contractor to furnish all labor, materials, supplies, tools and equipment to map and identify trees with Geographic Information System, to trim trees, remove trees, grind stumps, plant new trees, and install a new drip irrigation system. Services performed shall conform to industry standards and the requirements of this statement of work (SOW). Contractor shall cone off or block parking spaces during operations, don all proper Personal Protective Equipment (PPE), as per Occupational Safety and Health Administration (OSHA), requirements, as well as clean up and haul away all debris associated with service operations. Pond Remove 2 Large Bushes with Stump Grinding SPECIFIC TASKS There are main factors to consider; the size (height) of the tree, its condition, diameter and location. Please be sure to include any trees that may require more attention in the time needed to remove/grind, the space needed to perform the service, and its safety measures. Examples for trimming/pruning: Remove dead, broken and crossing branches. Make cuts with sharp instruments as close as possible to branch collar. Do not make flush cuts. Do not make ""Head back"" cuts at right angles to line of growth. Do not pole trees or remove leader. Remove debris, trimmings, and clean and haul away all debris from project site. Do not apply tree wound dressing to cuts. Prune existing trees as indicated by the VAMC. Perform tree pruning and cavity work by licensed arborist according to ANSI Z133. Remove 13 mm (1/2 inch) diameter or larger dead wood, branches interfering with or hindering healthy growth of trees, and diseased branches with clean cut made flush with branch collar. Prune trees according to their natural growth characteristics leaving trees well shaped and balanced. Use of climbing spurs is not acceptable. Remove stubs or limbs improper cuts or breaks. Contractor to provide VAMC a Geographic tree roster for the trees to be trimmed/pruned and the locations that will be marked by VAMC staff. The tree roster must indicate the quantity and type of tree requiring pruning/trimming. The contractor shall be responsible for ensuring that all pruning cuts shall be made just outside the collar or shoulder ring (branch bark ridge/swollen trunk collar) close to parent stem so that healing can readily start under normal conditions. The contractor shall be responsible for ensuring that when reducing the tree height and spread, he/she shall retain the natural shape of the tree by removing the entire lateral branches back to their point of origin also known as thinning. The contractor shall be responsible for ensuring that all limbs do not split. All branches and/or tree material 3 ½ in diameter or larger shall be lowered by proper lowering methods, such as using ropes. The contractor shall be responsible for ensuring that all trees shall be pruned and shaped to retain the trees natural crown characteristics and patterns. The contractor shall be responsible for ensuring that all trees shall have the live branches removed to permit penetration of sunlight and circulation of air through the canopy in conjunction to the aesthetic appearance, natural crown characteristics, and growth patterns. The contractor shall be responsible for ensuring care when removing living and/or dead crossed or rubbing branches, where practicable, so the removal will not leave large holes in the aesthetic appearance, natural crown characteristics and growth patterns of the tree. The contractor shall be responsible for ensuring that, when pruning trees known to be diseased or susceptible to diseases, tools are disinfected with alcohol after each cut and between trees, where there is known to be danger of transmitting the disease on the tools. The contractor shall be responsible for reporting to the COR all of the following conditions: when old scars are not healing properly. where callus growth is not already established visible girding FboNotices, and when there are any structural weaknesses such as but not limited to: decayed trunk or branches split trunk/branch crotches The following methods of pruning are NOT acceptable therefore, the contractor shall be responsible for ensuring that these methods are never performed: topping, stubbing, de-horning, pollarding The contractor shall be responsible for ensuring that in lifting the bottom branches of the trees for under clearance, care shall be given to symmetrical appearance, esthetic appearance, natural crown characteristics and growth patterns of the trees. The contractor shall ensure when reducing the size of a tree and with respect to retaining the tree s natural crown characteristics and patterns, not more than 1/4 of the total area shall be reduced at a single operation, unless instructed in writing to do so by the COR. The contractor is required to dispose of all debris and other waste materials generated by his/her work at a licensed off-site landfill or recycling center, unless otherwise directed in writing by the Contracting Officer. NOTE: The Government shall NOT provide receptacle(s) for disposal of debris related to this contract all debris must be cleaned up and hauled away by the contractor. The contractor will take all necessary precautions to prevent damage to trees while performing pruning. The use of climbing spikes is prohibited, unless prior permission is obtained from the COR in writing, and on a tree-by-tree basis. This permission will only be granted in cases where there are no other means to access the work to be performed, as determined by the COR. The contractor shall dispose of all waste materials daily at a licensed off-site landfill or recycling center. Waste and debris shall be removed from the Government facility daily in accordance with Federal, State, and local regulations. At the end of each day the contractor shall remove all debris from the site resulting from the work, unless otherwise specified by the COR. The contractor shall ensure at all times that rubbish and trash generated by the contractor is kept clear of vehicular and pedestrian traffic throughout the site. NOTE: The Government shall NOT provide receptacle(s) for disposal of debris related to this contract. Adequate warning devices, barricades, guards, flagmen or other necessary precautions shall be provided by the contractor for the protection, safety, and warning of all pedestrians and vehicular traffic within the area that the contractor is servicing at that time. The contractor shall not operate trucks, tractors, and other heavy equipment on any turf area except when authorized in writing by the COR. Contractor personnel must exercise and exhibit absolute decorum, composure and stability at all times. The Government shall not be responsible for any loss, damage, or theft of contractor items. Contractor shall be responsible for acceptable standards regarding tree trimming/pruning and anything related to such. The COR may designate an area for the contractor to use to store a limited amount of supplies or equipment, if available. TREE PLANTING WITH DRIP IRRIGATION Drip system and irrigation work will be required to properly water the newly planted trees. Total of 30 trees to be planted in locations to be identified by the Loma Linda VAMC grounds staff. The locations provided will be picked in accordance with the VA master landscaping plan for Loma Linda VAMC. Existing conditions have nearby main isolation control valves to tie new drip system into and Rainbird controllers will be required as well. Submittal Drawings: Show size, configuration, and installation details. Show complete detailed irrigation layout covering design of system including labels on: pipe sizes and lengths. fittings locations types and sizes of sprinklers controls backflow preventers valves location and mounting details of electrical control equipment. Show complete wiring diagram showing routes and wire sizes for power, signal and control wiring details and connections to water supply main. Include zone chart and controller timing schedule showing each irrigation zone and its control valve. Show time settings for each automatic controller zone. Bubblers Emitters for each tree three per tree for a total of ninety (90). Drip Tube System Tubing of total length installed for each type and size indicated. Prior to the commencement of work, the contractor shall conduct a site walk with the VA COR. Contractor is to provide 1 year warranty on all new installed Irrigation. Contractor will make site visits as necessary to survey existing conditions. Contractor is to assure all new drip irrigation to trees is working properly to existing automatic VA Loma Linda Irrigation controllers and irrigation valves to include controller wires are working to irrigation valves. GENERAL PARAMETERS: The contractor shall be responsible for ensuring that all work be done in a manner that safeguards all VA visitors, employees, and public. The contractor shall be solely responsible for any and all actions initiated and/or completed by his/her employees. Furthermore, the contractor and his/her employees shall have a clear understanding of, and be sensitive to, such environmental issues as contamination, local wildlife, etc., and be consistent and fully compliant with all applicable Federal, State, County and City laws, ordinances, Right-to-Know laws, EPA guidelines, and regulations. DAMAGE TO GOVERNMENT PROPERTY: Contractors shall be responsible for replacement of any structure, to include turf, curb, road pavement, headstone or marker, valve boxes, control markers, sprinkler heads, which is chipped, marred, damaged and/or ruined at the fault of the contractor. The contractor shall bear all costs associated with replacement and reinstallation. Any such damage shall be brought to the immediate attention of the COR prior to repair/replacement/installation. At the Government s discretion, the contractor shall either repair or replace the property, or reimburse the Government the full amount for all property damage(s). The contractor shall be aware that Government property beyond standard structures and equipment also includes monuments, trees, beds, and turf (i.e., wounded trees or damaged turf). PERIOD OF PERFORMANCE: Base contract to start 30 days from performance start date. Work is to be schedule for weekends 7:00 am 6:00 pm. Contractor shall initiate work within 2 weeks of being contacted by the designated Contracting Officer s Point of Contact (POC) or designee. Work shall be scheduled through the POC or designee, who will coordinate with VALLHCS staff. Timelines are subject to change due to VALLHCS operational requirements. PLACE OF PERFORMANCE: Loma Linda VA Healthcare System 11201 Benton Street Loma Linda, CA 92357 SPECIFIC REQUIREMENTS: Contractor shall schedule start date with COR or designee five (5) business days in advance. Contactor personnel don t require a Loma Linda PIV badge. Contractor shall conform to the following standards, policies, regulations, governing agency, and any other local, state, or Federal guidelines that are not listed here: OSHA Regulations, www.osha.gov NFPA, www.nfpa.org LICENSING REQUIREMENTS: Offeror must be: Licensed by the State of California with either: C-61/D-49 Tree Service Contractor C-27 Landscaping Contractor Offeror must have: A Certified Arborist on Staff, Ability to Map trees with Geographic Information System, Certified Tree workers on staff, Must be a certified tree care safety professional. Offeror must possess a 30-hour Occupational Safety and Health Administration (OSHA) safety card. RECOGNIZED HOLIDAYS: The following is a list of all Government recognized holidays: New Year s Day Labor Day Martin Luther King Jr. s Birthday Columbus Day President s Day Veteran s Day Memorial Day Thanksgiving Day Juneteenth Christmas Day Independence Day If a holiday falls on Sunday, the following Monday shall be observed as the legal holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a legal holiday by U.S. Government agencies. Also included, would be any other day specifically declared by the President of the United States of America to be a National Holiday. CONTRACTOR EMPLOYEES: Contractor personnel shall present a neat appearance and be easily recognized as Contractor employees. Examples: wearing of distinctive clothing such as uniform, badges, patches, etc. Contractor personnel shall wear identification (I.D.) badges during the entire time they are on the VA Loma Linda Healthcare System grounds. I.D. badges must have identification picture, name of the individual, and the represented company depicted on it. SMOKING AND VAPING POLICIES: Smoking and vaping are prohibited on Government property. SAFETY AND PPE EQUIPMENT: Personal Protective Equipment must be provided for each Contractor employee by the Contractor. Possession of all weapons is strictly prohibited. PARKING: It is the responsibility of Contractor personnel to park only in designated parking areas. Parking information is available from the VA Security Service. The VA shall not invalidate or make reimbursement for parking violations of the Contractor's personnel under any circumstances.
