SOURCES SOUGHT NOTICE SMALL BUSINESS GENERAL CONSTRUCTION CONTRACTOR�with DESIGN BUILD CAPABILITIES New Douglas Commercial Land Port of Entry DOUGLAS, AZ. � THIS IS A SOURCES SOUGHT FOR SMALL BUSINESS ONLY. This is not a request for offers proposals, quotations or invitations for bids or proposals.� This notice does not represent a commitment by the Government to issue a solicitation or award a contract.� This is a market research tool being utilized to determine the availability and adequacy of potential sources. The Government is not obligated to and will not pay for information received as a result of this announcement. The General Services Administration (GSA), Region 9, Public Building Services (PBS) is conducting a sources sought to seek a qualified small business construction contractor to provide design build services for the New Douglas Land Port of Entry (LPOE) project located in Douglas, Az to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Certified �Small Businesses including, HUBZone, 8(a), Small Disadvantaged, Woman-Owned, or Service Disabled Veteran Owned�), (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition is 236220.� Anticipated Procurement Requirements The anticipated project is a new design-build project of a new commercial port which includes construction of a Main Building, Commercial Primary Inspection Lanes, Commercial Inspection Building and Loading Docks, Vehicle Exit Booth, Kennel Building, Vault, Federal Motor Carrier Safety Administration (FMCSA) Facility, and Firearms Simulation Building, totaling approximately 180,000 gross square footage. (RHC) LPOE in Douglas, Arizona, is a full-service, multi-modal port that inspects privately owned vehicles (POV), pedestrians (PED), and commercially owned vehicles (COV). The current facilities at the RHC LPOE no longer function adequately given the site constraints, steady increase in traffic, and outdated facilities and technologies. The New Greenfield Douglas Commercial LPOE is to expand and modernize the existing RHC LPOE as a non-commercial facility. It is planned to be located 5 miles west of the existing RHC LPOE along the U.S. Mexico border on approximately 106 acres in Arizona. The project is located on a vacant site, therefore considered new construction. The DB�scope of work includes all management, supervision, labor, equipment, and materials required to provide design and construction services for the New Douglas Commercial LPOE project�pursuant to the Federal Acquisition Regulation (FAR) Two-Phase Design-Build Selection Procedures and incorporating Art in Architecture Program, and Design - Construction - Operational Excellence policies and procedures. This project shall adhere to the GSA Design Excellence and Operational Excellence guidelines, the GSA PBS Facilities Standard for the Public Building Service (P100) 2021 with 2022 addendum, Building Information Modeling (BIM), and DHS CBP requirements and guidelines.� The LPOE will be designed to be net-zero carbon ready and achieve LEED Gold standards. Design Phase services include but are not limited to all work necessary for the design of the project.� The DB Contractor must provide complete design services, including developing plans from Preliminary Concept Design through Construction Documents for all site work and building construction at the New Douglas Commercial LPOE. The DB Contractor must correct any deficiencies, code violations and instances of the design not conforming to the Contract documents.� The DB Contractor must review existing documentation provided by the GSA, including drawings, surveys, studies, and reports.� The DB Contractor must perform all site conditions investigation that is necessary to design, build and turn over the completed project. This includes reviewing and validating site conditions, performing geotechnical investigations, performing pre?alteration surveys, and performing other surveys. The DB Contractor must investigate and verify the accuracy of all drawings, calculations, reports including but not limited to geotechnical report, survey, bridging documents, and Government furnished information. The DB Contractor shall also develop, maintain, and update a construction work sequence plan, addressing, but not limited to construction phasing approach, preliminary construction schedule, constructability, and logistics issues as well as schedules for award of subcontract packages. Construction Phase services include, but are not limited to, all work and services necessary for construction of the project, project management, selection and procurement of all necessary subcontractors, coordination of regular construction meetings, critical path method (CPM) scheduling and schedule control, monitoring of construction costs, progress reporting, conducting and coordination of inspections and testing, coordination with external stakeholders such as City of Douglas, ADOT and Government of Mexico and all other required services necessary for a complete and sustainable building.� All certified: Small Business, HUBZone, 8(a), Small Disadvantaged, Woman-Owned, Service-Disabled Veteran-Owned (SDV), and other certified small businesses are encouraged to respond. This office anticipates award of a contract for these services in late 2024. Contract duration: Estimated 4 years (48 months), Design: 1 year (12 months), Construction: 3 years (36 months) Estimated magnitude of construction: $150,000,000 TO $185,000,000, The NAICS code is 236220 Commercial and Institutional Building Construction, Small Business Size: $45.0 million INTERESTED SMALL BUSINESS REQUIREMENTS Firms interested in this effort must be able to demonstrate experience as a General Contractor as defined below: This notice seeks only those small business sources under North American Industrial Classification System (NAICS) code 236220 Commercial and Institutional Building Construction. Small Business Size: $45.0 million.� If you are an interested small business firm, please provide a Written Letter of Interest and a response to the following questions. All information submitted is subject to verification. Additional information may be requested to substantiate responses. Please provide proof (DUNS number, Central Contractor's Registration printout, certification letter from the Small Business Administration, etc.) that your firm is a Small Business in accordance with NAICS code 236220 size standard $45.0 Mil � Identify whether your firm is SBA Certified 8(a) Firms, Small Disadvantaged Business (SDB), Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB. (For additional information on small business concerns visit www.sba.gov) � Please provide a narrative of your firm's experience as a primary general contractor and include at a minimum three (3) projects that were completed where your firm was the general contractor in the last ten (10) years and addresses relevant scope as described above. The narrative shall address the salient features for each project and include a client reference contact for each project, including name, title, address, e-mail, phone, and fax numbers. The total package shall not exceed 10 pages in length, single spaced, 12-point font minimum demonstrating ability to perform the requested services.� � Letter from Bonding Company certifying that the small business firm has bonding capacity including current single and aggregate performance and payment bond limits in excess of $100M for a single project. Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete a proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. In any Joint Venture or teaming arrangement, the Lead Contractual firm must qualify as a Small Business in accordance with NAICS code 236220 in order to be considered under this Sources Sought Notice. All respondents are reminded that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern per FAR clause 52.219-14(b)(1) - Limitations on Subcontracting.
