- Department of Veterans Affairs/VISN 5/RPO-E/NCO5 Sources Sought Notice Steam Water Heater Veterans Affairs Network Contracting Office (NCO) 5 is seeking sources for a steam water heater for the Hershel ""Woody"" Williams VA Medical Center. The requirement will support the medical center stay within compliance of policies found in VHA Directive 1810 and VHA Directive 1061(1). The NAICS code for this contract action is 333414 - Heating Equipment (except Warm Air Furnaces) Manufacturing (SBA Size Standard: 500 employees). The Product Service Code for this action is 4410 - Industrial Boilers. Responses from vendors classified in similar NAICS codes and/or PSCs are encouraged and will be accepted. The equipment being sought for the requirement is listed below - Semi-Instantaneous Water Heater - Brand Name or Equal to: Hesco HI Series Semi-Instantaneous Steam Model HI-BB-60-SS-100-4-V-SW-P-20-DSS-150 Steam powered 120 Volt Vertical Maximum Height of 80 Maximum Width of 50 Single Wall Pilot Operated Double Solenoid Safety 60 Gallons Per Minute (GPM) recovery from 40 degrees to 140 when supplied with 40 PSIG steam to the control valve. Stainless Steel Tank and Tubing Temperature must be able to be controlled within 4 degrees plus or minus the set point. The heaters must be constructed and stamped in accordance with ASME code for a working pressure of 150 PSI on the tank side and 150 PSI tube site. Heater should be furnished with: Steam control valve Steam strainer Steam gauge Union orifice trap Vacuum breaker Temperature control Circulating pump 1 1/12 HP, 120V, Bronze with isolation valves Temperature gauge 30 degrees Fahrenheit 240 degrees Fahrenheit with brass well Control panel with on/off, normal, high temperature lights, and high temperature safety thermostat Combination temperature and pressure release valve; Steam pressure reducing valves and temperature regulators in a single pilot-operated valve ½ Copper SB75 single wall tube bundle w/ 304 stainless steel tube sheet 2 spence type E valve (Stainless steel multiple sheet diaphragm and single seat regulator) Minimum 20 year warranty Respondents to the Sources Sought Notice are to provide a capabilities statement which addresses at minimum: Contractor name Contractor address Contractor point of contact, phone, and email address Contractor Business Size (i.e., other than small business or small business) Contractor Unique Entity Identifier (UEI) number Capabilities statement Estimated delivery timeframe Authorized distributor letter (if applicable) Small Business Classification (if applicable) Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) SBA Veteran Small Business Certification (VetCert) (if applicable) FSS/GSA Contract number (if applicable) Please limit responses to a maximum of five pages. If the requirement is to be solicited, authorized distributors will be required to provide a letter of supply/direct letter from the original equipment manufacturer(s) to verify interested parties are an authorized distributor of the product(s) they seek to provide. Please note, during this time the government is unable to provide direct responses to any questions received. However, due consideration will be given to all feedback and any feedback received may be used to revise the requirements. Information from this Sources Sought Notice may lead to one-on-one market research discussions and other recommended approaches to industry engagement. The results of this notice will help identify a procurement strategy, including a set-aside, if appropriate. We plan to publish a solicitation on/around the beginning of November 2023.
