- TACMOR is an Over the Horizon Radar (OTHR) that will be installed in the Republic of Palau to provide enhanced Air Domain Awareness in the USINDOPACOM area of responsibility (AOR). TACMOR is a key element in the implementation of the US National Defense Strategy as highlighted in the FY20 National Defense Authorization Act Section 1253 Assessment Executive Summary to enable the US to �Regain the Advantage� and considered as one of five critical investments. REQUIREMENT/SCOPE: The scope of this effort will encompass the development, production, delivery, installation, integration and testing of a 128-element receiver subsystem, a transmitter comprised of XX elements with a power requirement from 2-40kW (element architecture will be explained during Industry Day), C2 software and associated network/computer infrastructure, and additional support equipment on the designated system location.� The Contractor(s) will then manufacture the entire receiver/transmit subsystem and install it at an Open-Air Systems integration laboratory (SIL) for subsystem sell off prior to shipping to the site in Palau for installation, integration, and operational testing. �As part of the development effort, the Contractor will deliver 8-32 receivers that will be tested on a receiver test bench against the attached specification and associated test plan. The Contractor will then manufacture the entire receiver subsystem and install it at an Open-Air Systems Integration Laboratory (SIL) for subsystem sell off prior to shipping to the receive site in Palau for installation, integration, and operational testing.� A full Technical Data Package (TDP) for the receiver subsystem is expected to be incrementally delivered as the program steps through its different phases with a final delivery upon completion of operational testing at the site.� The Contractor will be required to provide all artifacts necessary to support the granting of Authority to Operate (ATO) enabling the TACMOR system to go operational.� Contract Type will be Full and Open Competition to select a Lead System Integrator (LSI). Based on the program�s Acquisition Strategy, the contractor will be expected to work with the LSI to meet overall goals for the delivery of the TACMOR system.� Contract length is unknown. The type of services that shall be required from the Contractor include expertise in Operational Requirements, Test and Evaluation, Logistics Support, and General Engineering Support in order to 1) design, develop, and field operational system, 2) improve the efficiency and cost effectiveness of the procurement and eventual sustainment cycles, 3) provide effective oral and written communication between Command and Control (C2) Intelligence, Surveillance, and Reconnaissance (ISR), and other Government offices. This is a non-personal services contract/effort, the Government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. The Contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services. The Contractor shall notify the Procuring Contracting Officer (PCO) immediately if they perceive any actions constitute personal services. These services shall be used to perform any inherently governmental functions. NOTIONAL INDUSTRY DAY AGENDA: The Government will hold a second Industry Day for interested vendors. The agenda is as follows: Day 1: One-On-One Sessions, November 6th, 0900 hrs-1455 hrs � Georgia Tech Research Institute Day 2: One-On-One Sessions, November 7th, 0900 hrs-1455 hrs � Georgia Tech Research Institute Day 3: One-On-One Sessions, November 8th, 0900 hrs-1455 hrs � Georgia Tech Research Institute TBD: Virtual One-On-One Sessions (For those unable to attend industry date in person � must sign up with USG) � As required. One-On-One Sessions with the Government Integrated Product Team � There will be 55 Minute One-On-One session timeslots available for interested vendors/participants to register for upon arrival/check in to this Industry Day. � The USG will also offer Virtual One-On-One Sessions for interested vendors unable to attend Industry Day in person, on dates mutually agreed and scheduled. TRAVEL: All non-U.S. Native persons/vendors shall proceed in typical international travel processes and submit their travel requests to the cognizant Embassy/Foreign Disclosure Office for access. All vendors must provide current clearance levels. Requests shall be submitted to both GTRI and HBG.
