Description
The Department of State�s Integrated Logistics Management System (ILMS) program requires contract support to deploy, operate, maintain, enhance, and support the technical system and its global users. ILMS success is contingent on successful integration with other Departmental systems, timely deployments, improved efficiencies, and user acceptance around the world. As a complete supply chain management system that leverages Application Platform and a Service (aPaaS) and commercial off-the-shelf (COTS) products to provide an integrated solution. ILMS will require operations and maintenance support (including security monitoring and patching), federally mandated and mission critical enhancements, and customer outreach and training. To ensure continuity of operations while the A Bureau transitions to the new CIO structure modernization plan, the government requires a vendor with expertise in the following areas: � Global Logistics and Supply Chain Management: ILMS will be improving supply chain operations and strategy by incorporating industry standard best practices and driving innovation. The contractor will be supporting these logistics and supply chain management initiatives over the next 7 years, requiring the contractor to have intimate understanding of and leadership (as evidenced by leadership positions, thought leadership, certifications, and awards) in global logistics and supply chain management to provide strategic guidance and implement change. � Global Systems Integration: ILMS is a complex system with hundreds of integration points integrating numerous heterogeneous technologies. Integration is the backbone of ILMS and paramount in sustaining a seamless enterprise-wide supply chain and global operational efficiencies. Most of ILMS integration points are real-time and integration failures result in an interruption of service. The support contractor must have an expert understanding of integration architecture design and integration technologies to maintain ILMS and identify and implement operational efficiencies. Additionally, the support contractor must maintain a strategic view and use their in-depth knowledge (gained over time) of ILMS supporting technologies, understanding of the ILMS domain, and knowledge of industry trends to recommend strategic improvements that will ensure ILMS remains a modern, agile system. � Global Change Management: ILMS users are located in 178 countries and 282 posts around the world with approximately 50% to 60% of users being local nationals. ILMS global training and communications for ILMS requires operating in a multi-cultural environment where English is often a second language, computer literacy varies dramatically, and cultural differences require unique approaches. The contractor must use its experience providing global change management services, including remote and on-site system deployments, strategic and customized change management and communications, training, and customized operational analyses and consultations, to effectively support ILMS global change management. The contractor must have experience delivering communications at many levels from individual project teams to global customers and stakeholders. The contractor will also be responsible for developing global deployment and training strategies for the Department�s logistics and supply chain initiatives for the next 7 years. In this role, the contractor must manage the complexities of providing change management; training and communications worldwide, including differences in time zones; travel logistics compliant with federal regulations, native languages, cultures, and computer literacy. Deployment and training strategies must take these complexities into account.
