- The Naval Air Systems Command (NAVAIR) on behalf of Airborne Strategic Command, Control, and Communications Program Office (PMA-271), hereby provides notice of an update to the competitive solicitation for the procurement of the PMA-271 Take Charge and Move Out (TACAMO) Recapitalization (E-XX) Program. This amendment is also provided as a follow up to the 10 October 2023 announcement to answer industry questions and provide additional feedback for the E-XX effort.� This announcement is not a contract, a promise to contract, or commitment of any kind on the part of the Government. NAVAIR will not assume liability for cost incurred in response to this notice. N0001922R00490002 amendment consists of updates to sections A-M of the solicitation, section L attachment, and Controlled Unclassified Information (CUI) and Classified section J attachments.� � Companies that have received the solicitation as of this amendment�s published date, in response to the announcement dated 10 October 2023, will be provided amendment 0002 solicitation unclassified documents and responses to industry feedback via encrypted email or DoD SAFE, and classified document via preffered method.� Companies that have not received the Solicitation N0001922R0049 and amendment 0001 as of this amendment�s published date, shall meet the requirements contained in the 14 September 2023 announcement in order to request the solicitation, solicitation amendment 0001 and 0002, and Q&As.�Registration shall be done via e-mail to Ms. Monica L. Phone registration will not be accepted (e-mail only). _____________________________________________________________________________________________________ >>>>>>> Solicitation N0001922R0049 Ammendment 0001 Announcement, dated 10 October 2023>>>>>> Solicitation N0001922R0049 Announcement, dated 14 September 2023<<<<<<<<<<<<<<<<<< The Naval Air Systems Command (NAVAIR) on behalf of Airborne Strategic Command, Control, and Communications Program Office (PMA-271), intends to release a competitive solicitation for the procurement of the PMA-271 Take Charge And Move Out (TACAMO) Recapitalization (E-XX) Program.� The competitive solicitation is for the Engineering and Manufacturing Development (EMD) contract, including options for System Demonstration Test Articles (SDTA), and options for the first two Production lots.� � The solicitation will be available for courier pick up only to those Offerors that meet the requirements contained herein for the E-XX effort, starting on 21 September 2023. The E-XX Solicitation is unclassified with attachments that are Controlled Unclassified Information (CUI) Distribution Statement F, Secret, and classified collateral Top Secret (TS); therefore, documents of this solicitation will not be posted in Procurement Integrated Enterprise Environment (PIEE) Solicitation Module and will be available by courier pick up only. Offerors are advised they must register to schedule a Solicitation pick up appointment, following registration instructions below.� Offerors must be able to receive, process, store, communicate with NAVAIR and other contractors, and destroy Top Secret//GENSER removable media (e.g. CDs and DVDs) to receive any portion of this solicitation package. BACKGROUND The Navy is pursuing a technically viable and cost-effective TACAMO-only Nuclear Command, Control and Communications (NC3) aircraft (E-XX) to replace the current E-6B TACAMO fleet allowing the E-6B to perform other critical missions until sundown.� The solicitation is for a prime contractor to integrate mature, Government-defined, TACAMO mission systems including the Collins Aerospace Very Low Frequency (VLF) subsystem into a Government Furnished C-130J-30 aircraft. The solicitation requests proposals for both EMD and Production phases.� During EMD, the Contractor will design, develop, integrate, deliver, and test up to six E-XX aircraft (three Engineering Development Models (EDMs) and up to three SDTAs) and associated training courseware/devices, support equipment, spares, and other product support. During Production, the Contractor will deliver two lots of production aircraft and associated training devices, support equipment, spares, logistics and engineering support, and maintenance of the security environment.� VLF and C130J-30 Original Equipment Manufacturers (Rockwell Collins Inc. Commercial and Government Entity (CAGE) code 13499 and Lockheed Martin Aeronautics CAGE code 98897) will be directed subcontractors under this effort. ELIGIBILITY The Government expects to select one Offeror using full and open competition on the basis of its proposal providing the ""best value"" to the Government, all factors considered, as outlined in the solicitation. The North American Industry Classification System (NAICS) code for this requirement is 336413 - Other Aircraft Parts and Auxiliary Equipment Manufacturing. The Product Services Codes (PSCs) for this requirement are AC13 and 1015. ANTICIPATED PERIOD OF PERFORMANCE Contract award is planned for October 2024.� Due to the classification of the E-XX delivery dates, they are not contained within this announcement. ANTICIPATED CONTRACT TYPE The Navy intends to award a contract with Cost Plus Incentive Fee type for the EMD phase and a combination of Fixed Price Incentive Successive Targets and Fixed Price type for the production phase. SOLICITATION COURIER PICKUP REGISTRATION INSTRUCTIONS: Registration shall be done via e-mail to Ms. Monica Card and Mr. Chris Rawlings (contact information contained within this announcement). Phone registration will not be accepted (e-mail only).� As noted above, only interested Offerors who can receive, process, store, communicate with NAVAIR and other contractors, and destroy Top Secret//GENSER removable media (e.g. CDs and DVDs) will be able to receive any portion of this solicitation package. Upon submission of your registration requirements below, the Government will, within three business days of receipt, acknowledge receipt and provide further details on pickup location within the Patuxent River, MD area, times, and any additional logistical information, or inform you if information is missing from your registration. Interested Offerors shall submit all registration information four business days prior to intended pick up date. �The Solicitation will be ready for pickup beginning on 21 September 2023.� If pickup on a later date is desired, please identify within your response. Additionally, an approved pre-solicitation DD Form 254 prior to arriving to pick up classified materials is required.� Therefore, if the Interested Offeror has not previously responded to E-XX solicitation notices or does not have an active pre-solicitation DD Form 254 upon submission of registration information please allow five business days to process and provide prior to getting additional instructions on pick up. Your company shall handle classified material in accordance with approved pre-solicitation DD Form 254, as well as your company�s standard practice procedures (SPP) for the handling of classified material. Please note that registration information is required for all interested Offerors including those that attended previous industry events.� The number of business days will not commence until all registration information is received and therefore incomplete or missing information will directly impact an Offeror�s ability to pick up the solicitation package.� �� REGISTRATION E-MAIL SHALL INCLUDE THE FOLLOWING INFORMATION: 1. Confirmation that your company has the ability to open, view, edit, create and export digital artifacts using the Cameo Systems Model version 21.0 (with UAF plugin in a Top Secret//GENSER environment). 7. Certification letter for the performance facility location(s) CAGE code(s) issued by your company�s security office (e.g. Defense Counterintelligence and Security Agency (DCSA); Defense Contracting Management Office (DCMA)) in accordance with NISPOM 32 CFR Part 117.18, Information System Security, documents requirements for contractors� IT systems to protect classified information Item (7.) Note to Offerors: The Government is requesting documentation that you have access to an information system that is authorized to process data at the CUI, SECRET, and TS level.� We request that you provide documentation that the identified information system is authorized to process data at the appropriate classification level, such as an Authorization To Operate (ATO) Letter. 8. If you intend to share the CUI (Distro F), Secret, or TS documents to any potential subcontractor(s) or CAGE Codes different from that identified in your response, you shall provide the list in order to coordinate with announcement POCs for Government approval. 9. List of TS courier(s) name, job title, phone number during pickup, email address, and confirmation that courier(s) have base access Item (9.) Note to Offerors:� Please note that processing of courier(s) base access requests may take up to three business days thus plan accordingly. 10.
