- RFQ No. 36C25924Q0030 Amendment No. 0001 Purpose for Amendment - Posting Questions & Answers October 25, 2023 QUESTIONS AND ANSWERS Question 1. PWS Task 1 states, The RSO must be approved by a permit amendment from the VHA National Health Physics Program. Does this mean the RSO must already be approved on an existing NHPP Permit or that the RSO must get approved post-award? VA Response: The permit amendment for from the VHA National Health Physics Program must be approved for the selected RSO AFTER award of the contract. Question 2. PWS Task 6 states, The Contractor shall provide primary and alternate CHP/RSO(s) who will be available within a one (1) hour response time to Rocky Mountain Regional VA Medical (RMRVAMC), as well as ECHCS CBOCs in Colorado Springs, Golden, and Pueblo, in response to emergencies. Note that the travel time between Golden CO to Pueblo CO is almost two hours. So only a firm with RSO staff located midway between Pueblo and Golden, or a firm with staff located both in the Denver locality and in say the Colorado Springs locality would meet this requirement. Currently, only the incumbent contractor can meet this requirement and, therefore, the RFQ should be deemed overly restrictive and noncompetitive. Does the government hold that the 1 hour response time to all four locations is not overly restrictive? VA Response: The acquisition team has analyzed this requirement and determined that a one-hour response time in the event of emergencies is needed. This requirement was revised from the prior solicitation which included a requirement that the contractor shall be located within 60 miles or within one hour of the Denver VA. It was determined that the location requirements were overly restrictive and so the team has updated the requirement to the true need which is a one-hour response time in the event of an emergency. Question 3. Is there a Radiation Oncology Service at the RMRVAMC? VA Response: There is currently no Radiation Oncology Service at the RMRVAMC. The implementation of this program is being discussed by ECHCS leadership, however, the go-live date is expected to be no less than 3-4 years in the future. Question 4. Is either low-dose or high-dose brachytherapy conducted at the RMRVAMC? VA Response: No; neither low-dose or high-dose brachytherapy is being conducted at the RMRVAMC. Q5. How many patients per year are treated with Lu-177, Y-90, or any other theragnostic radionuclides at the RMRVAMC? VA Response: No patients are being treated with Lu-177, Y-90, or any other theragnostic radionuclides at the RMRVAMC.
