PROGRAM ANALYST FS-03 EQUIVALENT U.S. DEPARTMENT OF STATE OFFICE OF THE UNDER SECRETARY FOR POLITICAL AFFAIRS BUREAU FOR NEAR EASTERN AFFAIRS PROGRAM OF TECHNICAL COOPERATION� RIYADH, SAUDI ARABIA *MUST BE A U.S. CITIZEN TO APPLY* *THIS IS A PERSONAL SERVICES CONTRACTOR POSITION.� �INTERESTED CANDIDATES SHOULD APPLY DIRECTLY.* This position is located in the Program of Technical Cooperation (PTC) in Riyadh, Saudi Arabia.��PTC leads an interagency effort currently including several interagency partners, with the possible addition of other agencies and offices in the future.��U.S. Chief of Mission staff working for the program in the Kingdom perform their duties primarily in Saudi facilities.��� This position is located in PTC, a fast-paced office in Riyadh, Saudi Arabia.��The incumbent will serve as a�Program Analyst, reporting to the PTC Director.���The ideal candidate will have experience working in a cross functional capacity, overseas professional experience, document production procedures and quality control standards experience, and knowledge of administrative and management policies, procedures and practices.� Outstanding interpersonal skills, analytical skills, teamwork and written and oral communication skills are required. � The Program Analyst serves as an analyst and a staffer and is responsible for coordinating the day-to-day activities of the executive leadership team, tracking engagements made by the leadership team, ensuring details are prepared in advance of engagements, and managing overall paper and communication flow and coordination of intra-team efforts.� This role offers the opportunity to work with a broad range of stakeholders and liaise with host country officials and U.S. interagency partners.� The incumbent will provide support to principals regarding program coordination, processes to improve efficiency, effectiveness, and facilitation for the office�s essential communications functions and under the guidance of the program leadership, will give advice or instruction to employees on both work and administrative matters.� The incumbent develops guidance on techniques for management and methods improvement.� They also review and develops guidance covering the administrative aspects of the whole MOI of PTC operations. Mandatory Requirements:� Work experience as a Special Assistant, Staff Aide, Chief of Staff, Foreign Affairs Officer, Editor, or Correspondence Manager, or Program Analyst U.S. Citizenship� Ability to obtain and maintain a Secret clearance� Ability to obtain and maintain a Department of State issued Medical Clearance� Excellent communication skills in English, both written and oral� Demonstrated data visualization and data management experience and skills� Ability to effectively work as a team in the resolution of conflicting views to promote cooperation and support for national security objectives� Qualifications� � One year of specialized experience equivalent to at least the GS-11/FS-04 level, with demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled.��� These include: ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Requirements: Ability to influence employees to cooperate in the pursuit of common goals.� Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and/or technical programs. Ability to effectively work as a team in the resolution of conflicting views to promote cooperation and support for national security objectives.� Ability to plan and organize activities, prioritize and schedule work, efficiently allocate assigned resources, meet deadlines, work under pressure, and achieve desired results with minimal or no supervision.� Ability to identify requirements, establish objectives, develop alternate courses of action based on data-driven analysis and decisions, present policy options, and coordinate execution of policy decisions.� Ability to communicate effectively in the English language orally and in writing, defend recommendations, negotiate solutions, and present to senior decision-makers.� Experience editing, proofreading, and managing paper and correspondence flow. Experience providing advice and guidance to staff, other agency officials, contractors, and foreign government representatives concerning policies and procedures.� Experience analyzing difficult issues and experience leading organizational or team actions in accordance with plans, goals, and objectives.� Experience working in a fast-paced, team-oriented environment, and working accurately under pressure and in difficult circumstances.�� Experience establishing and maintaining effective and constructive working relationships with people of different national and/or cultural backgrounds with respect for diversity.� How to apply:� Send your resume and any supporting documents to SnyderAC2@state.gov.� �
