9/11/2023 Amendment 2 Amendment 2 is being issued to answer offeror questions. See below: 1. Can you also clarify page 17 (1) Volume 1: Representations, Certifications, and Other Statements of the Offerer? What is meant by representations, certifications, and Other statements?� Can you please give us some examples? Answer: Each offeror needs to be registered in www.SAM.gov and have a complete representations / certification in the system. 2. Do you require company registration documents, a management staff list, etc.? Answer: �As stated in the solicitation �all offerors, and all proposed subcontractors, must be registered online at the Joint Contingency Contracting System (JCCS) website in order to be eligible for award.� 3. The Contractor shall also be responsible to provide their employees with Force Protection - Individual Body Armor (IBA), as required by Host Installation. Please confirm that the contractor has to provide, Individual Body Armor (IBA) ?, please provide the required specification. Answer: There is no requirement for IBA in Qatar. 4. The Contractor shall provide an estimated 21 personnel per the CLIN schedule.� The Contractor shall be able to increase those numbers by 200% for surge activities within 60 days and shall be able to decrease those numbers to 10% for drawdown activities within 30 days. The specific number of personnel ordered shall be listed on each Task Order (TO).� If there is an increase required, personnel are expected to be on site within 60 days of the order.� The Mobilization CLIN will only be charged on the initial Mobilization to fill a new position.� Allowance for a Mobilization fee will be explicitly directed in the TO issued by DLA DS Qatar.� Our understanding for the 21 personnel are as follows base on the no days as per attachment 2 price schedule : CLIN0001- 1no, CLIN0002- 4nos, CLIN0003- 6no, CLIN0004-3nos, CLIN0005- 2nos, CLIN0006- 1no, CLIN0007- 1no, CLIN0008- 3nos so overall� total 21 nos. The base pricing should be at initially for 21 personnel and for the 200% increase of personnel will be charged separately. Please confirm The base period - (12 months) has 21 EA in the mobilization and the option 1 & 2 (12 months) Has 1 EA in the mobilization as per attachment 2 price schedule, please clarify for mismatch in the qty in personnel mobilization Is all employee necessary a direct visa with the company? Answer: The contractor shall charge (1) mobilization fee for each employee mobilizing when ordered on a funded task order. If the current number of workers is 21, then the government orders additional workers on a task order, the contractor would charge mobilization for those additional workers. There is no mobilization paid in the option periods unless the personnel numbers increase from the base period.� 5. This is a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Contract which consists of one (1) 12-month base period and two (2) 12-month options. The total Contract length shall not exceed three (3) years. So this is 3 years contract? What�s the difference between option 1 & 2 as the figure is only the same. Answer: The contract has a 12-month base period and (2) 12-month options. The Government would exercise the options in accordance with FAR 52.217-9. The figures in the price schedules are estimates. This will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The actual ordered quantities will be listed on the task order. The task orders will be issued within the stated ordering limitations on the contract. 6. The supervisors will be provided the necessary training to perform certification of demilitarized property prior to personnel completing demilitarization verification. The Contractor shall have a minimum of one (1) on-site supervisor per shift with authority over all Contractor employees to resolve day-to-day performance issues that may arise. Please clarify the certification of demilitarized property will provided by the client or the contractor can issue the certification? Clarify why you need minimum of one (1) on-site supervisor per shift� if the timing is only 1 shift ( 9hrs). Answer: DEMIL certification will be provided by the U.S. Government. The shift supervisor wording is reflective of each shift during a work week, not multiple shifts per day. 7. The Contract Manager shall be responsible for Contract employee supervision and interface with DLA DS KO, COR, DLA DS Qatar Site Lead and Area Manager.� The Contract Manager should ensure the Contractor is maintaining control over the work. The Contract Manager must be a U.S. Citizen. Is the contract manager will be also function as the coordinator? Answer: Under Section 4. B. it should read Contract Supervisor rather than Contract manager. The Contract Supervisor shall be responsible for coordinating the contractors staff on-site. 8. The Contractor shall ensure that all personnel meet security specifications and force protection requirements in accordance with DLA DS Qatar Site and base security guidelines for entry and work conducted on the base camp. Security requirements for Contractor employees should be accomplished prior to arrival at base camp. Please clarify if the 21 personnel will be stayed inside the base camp, and the accommodation & utilities will be provided by the client. Answer: There is no Government furnished life support under this contract. 9. All repair and PMS shall be made in accordance with the Original Equipment Manufacturer (OEM) manual. The Contractor shall make available to the KO or COR the status of all repair work in progress upon request. The Contractor shall be paid for the actual services provided; all repairs will require estimates to be provided to the KO or COR before work is approved for determination that funding is available. The Contractor shall not perform any unscheduled maintenance or repairs without prior consent of the KO or COR. The Contractor will be held financially responsible for any/all maintenance/repairs conducted without preapproval.� Our understanding� is that, there is no repairs works should be done unless the quotation is submitted and approved. The repair work will be paid separately and it�s not part of the contractor scope. Answer: Repairs are within the scope of the contract. Parts are at actual rates on a separate CLIN. The contractor shall have COR approval prior to parts being ordered. All repair work is completed by the mechanics that are ordered under the funded task order. 10. Mechanics will be ordered by TO. The USG shall have the capability of ordering mechanics to be distributed among multiple sites, depending on mission requirements.� Once a TO is released the Contractor shall have designated number of trained mechanics on-site within 30-days. The site will always have a minimum of two mechanics. There will be one mechanic on-site that specializes in electrical repair/maintenance, and one mechanic shall specialize in mechanical. Mechanics is already provided in in initial requirements of 21 personal� as per� CLIN0008- 3nos (mechanics) . Please clarify� if additional mechanics is required. Answer: Funded task order shall list the number of personnel for each labor category. The initial task order is estimated at a total of 21 personnel inclusive of mechanics. 11. Attachment+2+Price+Schedule+Qatar+Services The base period - (12 months) has 21 EA in the mobilization and the option 1 & 2 (12 months) Has 1 EA in the mobilization as per attachment 2 price schedule, please clarify for mismatch in the qty in personnel mobilization. Answer: The contractor shall charge (1) mobilization fee for each employee mobilizing when ordered on a funded task order. Answer: There is no overtime on the price schedule. The extended price is the unit price multiplied by the estimated quantity. 13. Attachment+3+Qatar+Equipment Is the list of equipment limited to the list mention in the attachment 3 Qatar equipment listing? Answer: The Qatar equipment listing is the current listing of equipment on-site. The Government shall update the equipment listing as equipment is replaced, or new equipment is delivered to Qatar. 9/1/2023 Amendment 1� -Amendment 1 is being issued to answer offeror questions. The questions and answers are listed below: 1. As clause L09 Reverse Auction (OCT 2016) is considered for the requirement, there is a possibility of reverse auction for finalization of price proposal and award of contract? Answer: The Contracting Officer may utilize reverse auctioning to conduct price discussions. If the Contracting Officer does not conduct a reverse auction, award may be made on initial offers or following discussions. 2. Regarding mobilization CLIN, in the event of personnel reduction in the base year and redeployment in the option years, would it be allowed for the contract to charge for mobilization? Answer. No. Mobilization is a one-time charge when personnel are ordered on a funded task order. There is no additional fee paid when a worker redeploys or when a worker is replaced by the contractor. 3. Regarding mobilization CLIN, as mentioned in the PWS, the required personnel are 21, in case of surge and request for additional personnel, the mobilization charges would be chargeable/billable by the contractor? Answer: The contractor shall change (1) mobilization fee for each employee mobilizing when ordered on a funded task order. If the current number of workers is 21, then the government orders additional workers on a task order, the contractor would charge mobilization for those additional workers. There is no mobilization paid in the option periods unless the personnel numbers increase from the base period. DLA Disposition Services Qatar Excess Property Management Service This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12 and 13. This is for a single award. The Performance Work Statement (PWS) is attached. The following clauses will be included into the award: FAR 52.212-4, Contract Terms and Conditions Commercial Item; Far 52.212-5, Contract Terms and Conditions required to implement statutes or Executive Orders Commercial items. Offeror must submit Representations and Certifications (FAR 52.212-3).� If an offeror has completed the annual representations and certificates electronically the offeror shall complete only paragraph (b) of this provision. Quotes are to be received no later than 2:00 p.m. Eastern Standard U.S. Time on the above specified date, via email only to the designated Contracting Officer. All contractor performance shall be in a safe manner, and in compliance with all applicable Federal, State, and local laws and regulations, and all installation policies.� Any/all required documentation and service-related requirements including installation access are the responsibility of the contractor, with coordination as necessary with the site POC.� Deliveries must be performed during normal installation work hours which are available from the above POC, excluding Federal holidays.
