Description
This acquisition may result in the award of a Design Build (DB) Fixed Price Award-Fee (FPAF) Construction Contract for P9837 Ambulatory Care Center at Naval Station Guantanamo Bay, Cuba. The Ambulatory Care Center/Dental Clinic will have surgical capabilities to serve the population and support the mission of Naval Station Guantanamo Bay. It will include primary care, specialty care, surgery capabilities, central utility plant, ambulance garage, and helipad with backup power. Supporting facilities include utilities, communications infrastructure improvements, site improvements, parking, signage, antiterrorism/force protection measures, and environmental protection measures. Demolition of the existing hospital and support facilities is not included in the scope of this project. The services provided will include Primary Care, Emergency/Trauma, Behavioral Health, General Surgery, Women�s Health, Orthopedics, Optometry, Physical Therapy, Dental, Laboratory/Morgue, Pharmacy, Radiology, Operating Room/Surgery, Central Sterilization, administrative support, and logistical support. This procurement will utilize a two phase submission method. This method will include two phases (Phase I and Phase II) and will allow for the submission of non-price factors for Phase I and submission of additional non-price factors and price for Phase II. Only those offerors invited to Phase II will be allowed to submit Phase II proposals. This procurement includes payment of a stipend to those unsuccessful Phase II offerors not selected for award of the resulting contract. In order to promote increased competition, the Government offers to pay a stipend of $250,000 to up to five (5) Phase II unsuccessful offerors, in consideration for preparation of a technical proposal, otherwise meeting the minimum requirements included in the solicitation. To be eligible for a stipend, the unsuccessful Phase II offeror's technical proposal must be rated Acceptable in all technical evaluation criteria, thus meeting this solicitation's Government furnished criteria. The stipend will be paid to unsuccessful offerors through a purchase order, separate from the contract award, after the procurement is awarded. The successful offeror is not eligible for the stipend payment. The North American Industry Classification System (NAICS) Code is 236220 � Commercial and Institutional Building Construction with the annual size standard of $45 million.� The solicitation and contract shall include FAR Clause 52.211-10, Commence, Prosecution and Completion of Work, which will identify 1,118 calendar days (base and any options exercised) for contract completion from date of contract award.� The best value continuum source selection process to be used for this acquisition is the tradeoff process as described in FAR 15.101-1.� It is in the best interest of the Government to consider award to other than the lowest priced�offeror�or other than the highest technically rated�offeror. Project Magnitude is between $100,000,000 and $250,000,000. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Market research for this acquisition determined it will be solicited on an unrestricted basis with full and open competition.� Due to the location of the work, a sources sought was not issued and small business subcontracting plans are not required. This will be an electronic solicitation, which can be downloaded from Sam.gov Opportunities at https://sam.gov/. The solicitation will be available at this site no earlier than 15 days after this pre-solicitation notice is posted. Offerors are responsible for checking the Sam.gov website for the solicitation and any subsequent amendments that may be issued.
