Description

NASA/John F. Kennedy Space Center plans to issue a Request for Qualifications (RFQ) then a Request for Proposal (RFP) for 80KSC024R0003 for the Design-Build to Replace Overhead Power Line B.� This will be procured using the two-phase design-build selection procedures in FAR Part 36.3. THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES TO: Replace Overhead Power Line B. The task associated with the proposed work includes, but is not limited to, the following: Replacing the 4.5-mile 15kV overhead power line B at NASA�s KSC in Florida.� The scope includes removing approximately 148 wooden poles and replacing with concrete poles and power lines built to FPL standards, the Florida Building Code, and the National Electrical Safety Code (NESC).� Also, removing underground runs of 15kV PILC cable and replacing with approximately 2,500 linear feet of 15kV EPR cable, removing four load break switches, and providing 15kV fuse cutouts to re-feed three transformers. The scope will include a design package for the above from a qualified and licensed state of Florida Engineering firm that has specialties in electrical, environmental, and structural engineering, installation, testing, and other incidental related work. This requirement is a 100% Small Business Set-Aside.� The North American Industry Classification System (NAICS) code for this procurement is: 237130 - Power and Communication Line and Related Structures Construction, with a size standard of $45.0 million.� In accordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude of Construction Projects, the estimated price range of the construction contract price is between $5,000,000 and $10,000,000. The anticipated release date of the RFQ is November 2023 and release date of the RFP is January 2024.� The firm date for receipt of bids or proposals will be stated in the RFQ and RFP. Notice is hereby provided that access to the drawings and specifications will be limited to offerors certified by Defense Logistics Agency (DLA) Joint Certification Program (JCP). Specifications and Drawings have an Export Determination of EAR 99 and are considered controlled documents.� Therefore, download of documents won�t be permitted until requesters have been cleared through DLA JCP. Please begin DLA registration immediately since clearance could take a couple of weeks. �All contractors interested in receiving drawings and specifications for this project will have to ensure they have been screened by the DLA JCP by completing a DD Form 2345.� To complete the DD Form 2345, go to the website at: https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/SpecificDD2345Instructions.aspx.� This process does take time and the Government encourages contractors to start as soon as possible. If a contractor has been previously screened by DLA they can verify if their status is still active by utilizing their cage code at: https://public.logisticsinformationservice.dla.mil/jcp/search.aspx One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. This requirement is a 100% Small Business Set-Aside.� All responsible Small Businesses within NAICS 237130 may submit a proposal which shall be considered by the agency. This Presolicitation synopsis is for information purposes and is not to be construed as a commitment by the Government. �It does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract.
