Description
Request for Information VISN 04 AudioCare RxReady Number: VA-24-00001633 1. Introduction This request for information (RFI) is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The North American Industry Classification System (NAICS) for this requirement is 541512 with a size standard of $34.0 million. The Department of Veterans Affairs (VA) intends to issue a sole source contract under the General Services Administration (GSA) Federal Supply Schedule (FSS) 47QTCA22D00CM to Mumps AudioFAX, Inc. DBA AudioCARE Systems, 744 West Lancaster Avenue, suite 250, Wayne, PA 19087. 2. Submittal Information: All responsible sources may submit a response in accordance with the below information. There is a page limitation for this RFI of 10 pages. The Government will not review any other information or attachments included, that are in excess of the 10-page limit., NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. Generic capability statements will not be accepted or reviewed. Your response must address capabilities specific to the services required in the Salient Characteristics listed below and must include the following: Interested vendors shall at a minimum, provide the following information in the initial paragraph of the submission: Name of Company Address Point of Contact Phone Number Fax Number Email address Company Business Size and Status For VOSB and SDVOSBs, proof of verification in the Vendor Information Pages (VIP). NAICS code(s) Socioeconomic data Data Universal Numbering System (DUNS) Number Existing Contractual Vehicles (GWAC, FSS, or MAC) Provide a summary of your capability to meet the requirements contained within the draft PWS for the following areas: Provide a summary of your technical capability to meet the PWS requirements. Provide alternative commercially available solutions, the estimated cost of the alternative solutions. Are you an authorized resellers of the AudioCARE products? Corporate experience or expertise in performing these services and specific examples or references. Specific examples or references provided must include the agency, point of contact, dollar value, and contract number. Your company s intent and ability to meet the set aside requirement in accordance with VAAR 852.219-10 (JUL 2016) (DEVIATION) VA Notice of Total SDVOSB and 13 CFR ยง125.6, which states the contractor will not pay more than 50 percent of the amount paid by the Government to it to firms that are not SDVOSBs. Your response shall include information as to available personnel and financial resources; full names of proposed team members and the PWS requirements planned to be subcontracted to them, which must include the prime planned percentage or the names of the potential team members that may be used to fulfill the set aside requirement. SALIENT CHARACTERISTICS Brand Name Item: AudioCARE RxREADY, AudioPREFILL, TM-PREFILL, and ACS-TM-BASE Services Essential/significant physical, functional, or performance characteristics. Compatibility Yes, integrates with VA informatics infrastructure Dimensions N/A Weight N/A Industry Standard N/A Purpose RxREADY is the latest addition to the AudioCARE Pharmacy Suite products. This module notifies patients via text messaging when one or multiple prescriptions are ready for pick up at the pharmacy. The system constantly checks VistA for prescriptions being released and sends text messages to the patients based on their cell phone number on record in VistA. Prior to sending the text messages, the system will filter any patients that should not be notified due to specific pharmacy business rules, bad data, pharmacy exclusion, as well as if patients previously opted out of receiving text messaging through the system. The text messaging notifications will be sent during site specific designated hours to work in conjunction with the pharmacy open hours. STANDARD FEATURES Real-time notification when prescriptions are released Message will indicate the number of prescriptions ready for pick up as well as the phone number of the pharmacy Patients can reply STOP to opt-out, system will stop texting them Include/exclude by pharmacy location Transaction reports for detail on each text sent and the delivery success or failure Additional reports such as statistical and event logs also available KEY BENEFITS Improve patient satisfaction with the delivery of timely information about their prescriptions Reduce wait time at the pharmacy Improve pharmacy workflow The PREFILL product is designed to notify patients that their prescription is about to run out via automated call or text message. It then gives the patient the option to request a refill/renewal of the RX in the case of telephone reminders. The processing of refills and renewal requests will require the AudioREFILL and AudioRENEWAL products. The system integrates with the Host system (VistA) Pharmacy package to obtain the necessary data about the RX s that need to be to refilled or renewed and the associated patients to be contacted with the RX reminders. Site parameters allow restriction to include notifications for only refills, only renewals or for both, as well as the number of days of medication remaining for the trigger of the reminders. In addition, pharmacies can select the drugs to be included based on their classification in order to enable the feature for only veterans on maintenance medication. The system will make a single call per patient with multiple RX s, however, multiple patients in a single household will receive separate calls. Notifications will start daily based on site specific parameters to determine the start and end times, as well as whether to make notifications on Saturday, Sundays or Holidays. Busy and unanswered calls will be retried during the calling window. The prescription information and prompt to request a refill/renewal will only be provided after the patient identification has been successful. Patients will be prompted to confirm their request after the selection to ensure their concurrence with the request. The refill/renewal requests will than post to VistA for processing. Standard reporting is available such as detailed transactions for each call made about each Rx on the queue, the result of the call as well as patient response to refill/renew; and statistical reports summarizing the daily notifications, such as calls made, RX that qualified for the reminders, results, refills, renewals, etc. Filters are used to refine the calling queue such as: Deceased Patients Inpatients Excluded Pharmacies Excluded Providers Excluded Drugs (by NDC or Drug Class) Excluded RX s Clinics excluded from the renewal process Excluded Phone Numbers, Bad Phone Numbers or Null Phone Numbers Excluded Patients, etc.
