- Sources Sought Synopsis The purpose of this Sources Sought Synopsis is to assist in our decision-making process for a service procurement. This is not a solicitation, nor a request for quotes or proposals. Responses to this sources sought synopsis will be used by the Government to make appropriate acquisition decisions. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is conducting market research to identify potential vendors with economic status of Service-Disabled Veteran-Owned, Veteran-Owned, and other Small Businesses that can provide the general requirements below. General Requirements The Department of Veterans Affairs, Network Contracting Office (NCO) 21, has a requirement for Phlebotomist Services for the VA Northern California Health Care System (VANCHCS) medical facilities listed below. Place of Performance: Location Name Address Fairfield VA Outpatient Clinic 103 Bodin Circle, Travis Air Force Base, Fairfield, CA 94535 Mare Island VA Outpatient Clinic 201 Walnut Avenue, Vallejo, CA 94592 Martinez VA Outpatient Clinic 150 Muir Road, Martinez, CA 94553 NOTE: THE ACTUAL PLACE OF DUTY WILL DEPEND ON VA s NEEDS AS THEY ARISE. PARTICIPATING FACILITIES MAY BE AMENEDED AS NEW FACILITES/CLINICS ARE ADDED OR REMOVED. Period of Performance: The intended period of performance will be for 5 years, which may approximately begin around April 1, 2024. The Department of Veterans Affairs Medical Center (VAMC) located in Northern California requires Temporary Phlebotomist Staffing Services. Contractor personnel will have use of all required patient care equipment, supplies, and computer access for performing services required by this contract. All services shall be provided in accordance with the specifications, terms and conditions contained herein. Please review the draft performance work statement (PWS) for full description of requirements. Does your company have any established in-house methods to identify and screen staffing candidates? Does your company have a GSA Federal Supply Schedule (FSS) Contract? If yes, please provide FSS contract number. Advise on the approximate time from receipt of request to placement of staffing. To meet the requirement, does the company plan on subcontracting? If yes, please indicate what actions the subcontractor will perform. Identify the estimate pricing for temporary Phlebotomist staffing services within the various locations within VANCHCS. This is not a request for quote. This is a request for pricing information for market research purposes only. For all small businesses, to include SDVOSB and VOSB, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. See FAR 52.219-14 available in full text at https://www.acquisition.gov/far/part-52 The Service Contract Act will apply. Invoices will only be accepted on a monthly basis.
