Description
This project is located at Channel Islands National Park (CHIS), on Santa Rosa Island. Channel Islands National Park is comprised of 5 islands, and the mile of ocean surrounding each island. Santa Rosa Island is located 40 nautical miles west of the Channel Island National Park Visitor Center in Ventura, California. The islands are only accessible by boat (NPS, Concessionaire or Private) or aircraft. Approximate travel time by boat is 3 hours (from Ventura Harbor to Santa Rosa Island). The physical address of the Channel Islands National Park Visitor Center is 1901 Spinnaker Drive, Ventura CA 93001. The pier at Santa Rosa Island uses three different landings for passenger transfers, and the appropriate landing is determined by sea state and tide levels. Damage to Santa Rosa Islands Pier was sustained during an atmospheric river event in January 2023. The landing on the lower deck sustained storm damage and is unusable, thus restricting access during certain times. The result is that Park patrol boats cannot use the lower landing, and the park concessionaire must choose a higher landing causing visitors to climb a ladder. This project is to repair damage on the Piers lower landing to restore full access to the pier. The performance site is 40 nautical miles west of the Channel Island National Park Visitor Center, located in Ventura, California. All personnel, materials and equipment will need to be delivered by boat. CHIS can provide a NPS boat to deliver materials, equipment, and personnel. Contractor will reimburse Park for costs incurred. The NPS boat is harbored at Ventura Harbor, east of The Robert J. Lagomarsino Visitor Center. The physical address of the Ventura Harbor is 1901 Spinnaker Drive, Ventura California. A small staging or laydown area on Santa Rosa Island can be provided, if required. There is a small staging and laydown area at Ventura Harbor for loading item on NPS boats (items less than 3000 pounds). The Santa Rosa Island Pier will remain open during performance, thus contract activities and logistics must be structured and scheduled to minimize visitor impact. All work and deliveries will need to accommodate Island Packers schedule, Park Concessionaire. The site requires protective measures to ensure the surrounding area (including ocean below the pier) remains undisturbed and no debris enters the water. The anticipated period of performance of 120 calendar days including any potential weather shutdown. There are no seasonal/other shutdowns mandated through the performance period. The landing to be repaired may, at times, by underwater, dependent on tides and weather. Park housing is available on Santa Rosa Island. Contractor will reimburse Park for costs incurred.
