Description
The U.S. Army Contracting Command � Rock Island, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM-MAS), is seeking possible sources to produce the Radford Propellant Development (RPD)-596.� Specifications:�� RPD-596 propellant must be produced utilizing a solvent based process and conform to DWG 13033596 and QAP 13033596 following procedures outlined in MIL-STD-286. Proposed production facilities must be capable of producing 250,000 to 1,750,000 pounds of RPD-596 annually.� Raw ingredients to support RPD-596 production shall not come from prohibited sources IAW DFARs 252.225-7007�� Production facilities must be capable of executing first article acceptance testing outlined in QAP 13033596 and must provide supporting documentation that it can execute required testing at its site or propose an alternate capable site.� Facilities must be able to get proper import/export licenses for shipping RPD-596 propellant to the United States of America.�� DWG 13033596 and QAP 13033596 are marked Distribution Statement D, Distribution authorized to U.S. Department of Defense and U.S. DOD Contractors only and are Export Controlled.� MIL-STD-286 is marked Distribution Statement A, Approved for public release, distribution unlimited. The DWG 13033596 and QAP can be provided upon request and PCO approval.�� Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the specification (See https://www.dla.mil/Logistics-Operations/Services/JCP/ for instructions and information). Offerors should submit their certification via DD Form 2345 or register immediately.� In addition to the DD Form 2345, Offerors are required to submit an AMSTA-AR 1350 - Technical Data Request Questionnaire and a Non-Disclosure and Non-Use Agreement (included as attachments to this Market Survey) prior to the PCO releasing any data.� Offerors who received the technical data will be required to return or destroy the data provided upon Government request. Submission Information:� THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION.� Please be advised that the Government will not pay for any information submitted under this announcement.� Interested companies should submit their qualifications and capabilities electronically on or before November 7, 2023 to: andrae.eldredge-mcmillan.civ@army.mil and david.w.buennig.civ@army.mil.� Interested companies should respond by providing the Government the following information: (1) Name of company and CAGE Code; (2) Point of Contacts name, telephone number and E-mail address; (3) Company address; (4) Business size information; (5) Identification of interest in this opportunity as a subcontractor; (6) A detailed description of the proposed production facility along with the associated manufacturing readiness level (MRL).� Submissions shall include a timeline to begin production, not to exceed 36 months after contract award, a summary of the production equipment and status, associated production experience, testing and inspection capabilities to meet DWG 13033596, QAP 13033596 and MIL-STD-286 requirements, personnel and past manufacturing experience; minimum order quantity required, annual capacity of a Solvent based Double-based propellant, and Solvent based Double Based propellant capability/line maturity. (7) A brief summary of possible partnering/teaming arrangements. Please identify any proprietary information submitted.� A respondent to this survey must have the majority of the skills and facilities that are required to manufacture this item.� If a respondent does not have these resources (technical, manufacturing, personnel, etc.) available, then it must demonstrate its ability to obtain them in a reasonable time period.� If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet the same resource criteria as the prime contractor.�� This is a market survey, not a pre-solicitation notice.�� If a formal solicitation is generated at a later date a solicitation notice will be published.�� All information is to be submitted at no cost or obligation to the Government.
