- THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT SYNOPSIS FOR INFORMATIONAL PURPOSES ONLY. THE AIR FORCE IS CONDUCTING MARKET RESEARCH AND DESIRES INPUT FROM THE INDUSTRY TO ASSIST IN REQUIREMENTS PLANNING. THE INFORMATION REQUESTED BY THIS SYNOPSIS WILL BE USED WITHIN THE AIR FORCE TO FACILITATE THE DECISION-MAKING PROCESS AND WILL NOT BE DISCLOSED OUTSIDE THE AGENCY. THE PURPOSE OF THIS SOURCES SOUGHT SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS RELATIVE TO NAICS 541380 TESTING LABORATORIES. THE ASSOCIATED SMALL BUSINESS SIZE STANDARD IS 19.0 MILLION. DESCRIPTION OF SERVICE The United States Air Force (USAF), at the 934th Minneapolis Air Reserve Station, MN is currently conducting market research seeking capabilities statement from potential sources, including small businesses (SB), 8(a), HUBZone, Economically Disadvantaged Woman-Owned (EDWOSB), Woman- Owned (WOSB), Service-Disabled Veteran Owned (SDVOSB) small business that can provide services for storm water analysis collected on site by Civil Engineer (CE) personnel on a recurring basis to comply with the requirements of the State issued National Pollutant Discharge Elimination system (NPDES)/State Disposal System (SDS) Permit.� Services must conform to all applicable Federal regulations, State rules, and County ordinances. The 934 AW will collect the samples at different locations on the facility and the samples will be stored until picked up at Minneapolis Minnesota. The NAICS code for this acquisition is 541380, Testing Laboratories and Services �and the size standard is $19 million. The anticipated contract duration is to be one year from the date of contract award with four (4) additional one-year options allowing the total period of performance for the contracts to be extended up to five years. All work must be in accordance with federal state and local environmental laws and regulations. Request interested contractors submit the attached questionnaire to the individuals identified in this notice along with their capability statement/information to include commercial standard, practices, and processes in areas such as metric/measurements, and quality control/assurance. Responses will assist the government in determining whether to set-aside/restrict competition in some way or solicit offer from all responsible sources. All firms responding to this source�s sought notice are advised that their response to this notice is not a request to be considered for a contract award. If a solicitation is issued, it will be posted later at https://www.fbo.gov and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. A response to this sources sought synopsis is NOT a request to be added to a prospective bidders list or to receive a copy of the solicitation. CAPABILITIES STATEMENT: All interested vendors shall submit a response demonstrating their capability statement that explicitly demonstrates their capability to provide/perform the requirement stated in this notice. The capabilities statement should be brief and concise, yet clearly demonstrate an ability to meet the stated requirement by providing past performance documentation specifically related providing water sample analysis services and that the 541380 NAICS code is the code in which your firm can support. Any information submitted by respondents to this Sources Sought is voluntary. This Sources Sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Government�s assessment of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small business, or any particular small business program. Small businesses with only partial capabilities of this requirement are encouraged to submit their capabilities statement demonstrating the portion of the requirement they are capable of providing/performing. This information will allow the Government to identify areas of possible breakout or possible subcontracting opportunities. All correspondence sent via email shall contain a subject line that reads Sources Sought: Water Sample Analysis Service. If this subject line is not included, the e-mail may not get through e-mail filters. Filters are designed to delete emails without a subject or with a suspicious subject or attachment. Attachments with files ending in .zip or .exe are not allowable and will be deleted. Ensure only .pdf type files are included in your submittal.
