Description
This Request for Information (RFI) is for Market Research purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services.� In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� No contract awards will be made from this notice and no solicitation is available at this time.� No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information.� The intent of this RFI is to gain knowledge of potential qualified sources and to explore industry capabilities.� Overview: The United States Special Operations Command (USSOCOM) Special Operations Forces Acquisition Technology and Logistics (SOF AT&L) is investigating the commercial availability of potential sources to fulfill the requirement in the attached draft Statement of Work (SOW) for Joint Acquisition Task Force � Hyper Enabled Operator Concept & Integration Mission Support Platform Services.� Responses to this RFI are for informational purposes only and may be used by the USSOCOM in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications.� The anticipated North American Industrial Classification System (NAICS) code for this potential acquisition is NAICS 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a corresponding size standard of 1,000 employees.� Specification Requirements: �See attached draft SOW.� Capability Statement: Interested firms having the required capabilities necessary to meet the requirement described herein should submit a capability statement of no more than five pages, using no less than 12 point Times New Roman font indicating the ability to perform all aspects of the effort. 1) Organization name, address, email address, Web site address, telephone number, CAGE code, and business size and type (large, small, women-owned, etc.) of ownership for the organization, and the number of years in business. 2) Your company�s ability to perform the services in accordance with the draft SOW. 3) If subcontracting or joint venture is anticipated in order to deliver technical capability, organizations should address the anticipated administrative and management structure of such arrangements (if this information is known at this time). Also address what elements of work would be performed by the prime or joint venture and which elements would be performed by subcontractors. Responses shall also include and/or address the following: Whether the firm is an other than small business, SB, SDB, HUBZone, EDWOSB, VOSB, and SDVOSB, and/or 8a. If this contract is not set aside how can SOCOM SOF AT&L design/structure the contract to ensure that small business goals are met or exceeded? Whether the firm has an adequate cost accounting system as determined by the Defense Contract Audit Agency (DCAA) or Defense Contract Management Agency (DCMA).� Whether the firm can provide a platform within the local area of MacDill Air Force Base and firm�s proximity to HQ USSOCOM. Whether the firm has Secret Facility Clearance and access to NIPR/SIPRNet. Any available pricing information for the identified Period of Performance (POP) in the SOW; Available start date; Any potential contract vehicles that would be available to the Government for the procurement of the products and services, to include Federal Supply Schedules (FSS) or any other Government Agency contract vehicle. All interested companies having the capabilities to perform any of the activities described in this RFI should submit a capability statement that demonstrates your capabilities. All small business must demonstrate their capability to perform at a minimum 51% of the activities with their own work force and also discuss how they would support the other efforts. Please identify any known subcontractors and what would be the proposed work they would perform. Submission Instructions: No solicitation is available at this time. If a solicitation is released, it will be synopsized on SAM.gov. �Interested firms are responsible for monitoring this website for the release of any solicitation. This sources sought synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. Interested parties who consider themselves qualified to perform one or more elements of the Statement of Work are invited to submit a response to this Sources Sought/RFI by 12:00 p.m. EST on November 10, 2023. Any responses submitted through different channels or to a different email address will not be considered. The Government will NOT acknowledge receipt of submissions, and is under no obligation to provide feedback. The Government will review the responses to assess relevance and potential performance capabilities. An Interested Vendors List is enabled within this posting.� This list is available to other vendors to allow potential offerors the opportunity to network.
