- The Army Contracting Command - Rock Island Arsenal is issuing this Sources Sought notice for a Mechanical Services Contract to operate and maintain the heating, ventilation, and air conditioning (HVAC) systems including chillers, steam boilers and hot water boilers on the Rock Island Arsenal, Rock Island IL. The United States Army Garrison - Rock Island Arsenal was established by an Act of Congress in 1862 at Rock Island, Illinois, on an island in the Mississippi River. The installation encompasses approximately 946 acres and serves as the Headquarter location for various Army agencies. There are approximately 6,500 employees on the installation. The entire installation is on the National Historic Register, and all the Limestone/Sandstone buildings on the installation are separately listed as a National Historic Landmark District. The National Historic Landmark District includes, but is not limited to, administrative buildings, and storage buildings structures. The offeror shall provide all labor (certified personnel), equipment, and materials to perform operations, predictive and preventive maintenance, repairs, and alterations to real property facilities and installed HVAC Systems and equipment. HVAC systems include heating, ventilating, air conditioning, steam boilers and steam distribution (150psig and below) including condensate return, hot water boilers and hot water distribution and chillers, associated chiller equipment and chilled water distribution systems for approximately 100 buildings. The offeror shall perform HVAC tasks in accordance with Government and Industry guidelines such as: Unified Facility Criteria, American Society of Heating, Refrigeration, and Air-Conditioning Engineers, Air Conditioning, Heating, and Refrigeration Institute, American Society of Mechanical Engineers, National Environmental Balancing Bureau, and the latest Federal, State and city codes, or as directed by the Contracting Officer Representative. The offeror shall provide a Quality Control Plan to assure customer satisfaction, quality of work, acceptable response time, and completion time as per the Performance Work Statement (PWS). See attached PWS. The QCP shall also ensure that building space temperature during duty hours and non-duty hours are within contracted parameters, that job costs are accurate and reasonable, and that energy conservation is managed. The offeror shall provide appropriate response to task orders. Task orders shall be Demand Maintenance Orders (DMOs), Operations Work Orders (OWOs), and Project Work Orders (PWOs). Minor repairs, surveys, or construction shall be performed under DMOs or OWOs. These tasks shall not exceed thirty-two (32) labor hours or $5,000.00 in material. In addition, offeror shall provide estimates for PWOs. PWOs are medium to large repair projects requiring more than 32 work hours in labor or above $5,000.00 in material. PWOs shall not exceed a value of $150,000.00 including all material, labor, and equipment. The solicitation is expected to be issued as a Best Value Source Selection procurement to include technical requirements that must be met in order to be considered in the price comparison. The resulting contract is expected to be firm fixed price, base plus four option years, estimated 15 July 2024 � 14 July 2029. Interested parties should submit their information via email no later than 10:00 CST on Friday, October 27, 2023. Information should include previous recent and relevant project details providing services the same or similar to each of those listed above, the number of buildings serviced simultaneously for a customer, the dollar amounts of those services, dates, and organizations that work was provided to, your business cage code, and your business size status. This is a SOURCES SOUGHT NOTICE only and shall not be construed as a solicitation or as an obligation on the part of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government will not accept requests for meeting or briefings. No phone solicitations or email with regards to the status of the Request for Proposal (RFP) will be accepted prior to solicitation release.
