Extended Sources Sought Synopsis (SSS) FOR POLYCHLORINATED BIPHENYLS (PCB) REMEDIATION PROGRAM (PCBRP) Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM) Department of the Air Force, Air Force Materiel Command, AFNWC/NMAB BACKGROUND: This requirement is to provide remediation activities for hazards at Intercontinental Ballistic Missile (ICBM) Minuteman (MM) III (MMIII) Missile Alert Facilities (MAFs) and Launch Control Centers (LCCs).� This remediation is focused on removing Polychlorinated Biphenyls (PCBs). The first purpose is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be a full and open competition and/or a total small business set-aside. The proposed North American Industry Classification Systems (NAICS) code is 562910, 541620, 562998.� If an alternate NAICS code is recommended, please provide the recommendation in the response.� The AF will use this information to determine the best acquisition strategy for this procurement.� The AF is interested in all businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns.� The AF requests that interested parties respond to this notice if applicable and identify your business status to the identified NAICS code (see the Section labeled �Responses� for response requirements).� Additionally, please provide any anticipated teaming arrangements.� Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The second purpose of this SSS is to obtain information about schedule, cost, and other aspects of this potential procurement from the perspectives of development and implementation. Please review the draft documents and provide feedback on the questions listed below. NOTICE:� This is not a solicitation but rather a SSS to obtain information for planning purposes only. Neither the release of this SSS nor any responses to it guarantee a solicitation will be issued.� Rather, the purpose of this SSS is to determine potential sources for information and planning purposes only.� A determination by the Government not to compete this solicitation is solely within the discretion of the Government. DESCRIPTION: The United States Air Force (USAF) maintains ICBM�s. The contractor shall perform PCB assessment and remediation of the accessible areas of Missile Alert Facilities (MAFs) and Launch Control Centers (LCCs) located in North America. The PCB assessment and remediation will be conducted on impermeable surfaces within the facility to include but not limited to plastics, metals, painted surfaces, and electronic equipment. The USAF anticipates contracting for urgent remediation of 3 MAF/LCCs (2- Malmstrom AFB, 1-Minot AFB) with this effort. Remaining 45 MAF/LCCs (42 Operational and 3 Testing) listed in the PWS are anticipated to be contracted separately and at a future date. SCOPE: The contractor shall conduct remediation at designated sites using contractor provided and USAF approved procedures, equipment, supplies, personal protective equipment, and personnel as required. The contractor shall use 40 CFR �761.61 as a guide to decontaminate and remediate designated sites, affected facilities, equipment, to minimum acceptable limits as established by federal/state/local regulations. Under this planned contract, the contractor shall provide all labor, supervision, transportation, supplies, vehicles, tools, materials, equipment, and incidental services required to execute and document results of environmental remediation projects at the designated DoD facilities. Further, contractor shall develop PCB sampling and remediation procedures and create correlating training manuals and courseware. The type of work to be performed under this contract shall include but is not limited to: Surveys, Assessments, and Plans: Environmental surveys to assess the potential for contaminant release, threats to biological and natural resources, and compliance with environmental regulatory requirements, including surveys of hazardous building materials as per the enclosed work statement. Environmental assessments to evaluate contaminant distribution, risks to human health or the environment, and sampling and analysis of various environmental media utilizing swab techniques to analyze and remediate MAF/LCCs. Consulting services such as providing technical evaluations and recommendations; planning and remedial design; reporting remediation effectiveness and remediation optimization support. Project planning including developing work plans; sampling and analysis plans; quality control plans; management plans, operations, and maintenance, or training plans. The type of materials/environmental media collected (for chemical analysis) include sample swabs per 40 CFR �761.61 The sampling/assessment methods required may include but are not limited to: Rapid field testing Laboratory Testing or other types of testing that establishes the levels relative to the EPA and 40 CFR �761.61 standards Studies and Reports: Studies related to contaminant identification and mitigation for various hazardous or non-hazardous materials and chemicals, as well as toxic substances. Environmental studies including remedial investigations, fate and transport analyses, corrective measure studies, and effectiveness of implemented remedial actions. Technical reporting to present the results and conclusions of studies and remedial actions to acceptable levels. Environmental compliance determinations. In-situ/Ex-situ Cleanup: Removing, treating and/or disposing of contaminated media Monitoring of remediation effectiveness. Re-accomplishment of remediation activities based on remediation effectiveness. Working with local base resources to utilized established waste stream if applicable Other Mitigation and Environmental Services: Provide environmental training services. RESPONSES: Responsible and capable sources may identify their interest by providing a white paper capability statement (limited to 10 pages) with sufficient information to substantiate respondents are interested and capable of performing remediation as described above and in the attached PWS. Please include the following in your responses: Name of firm, address, point of contact, phone number, and email address. CAGE Code and Unique Entity Identifier (UEI) (if available). Your intent to submit a proposal for this project when it is formally advertised. Your firm�s capability to perform a contract of this complexity. Include your in-house capability to execute remediation and contaminant mitigation services. Experience with comparable work performed within the past five (5) years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project; no more than 3 examples of projects performed for review. Are you currently on contract to perform environmental remediation with any of the USAF missile wings or other DoD agencies? What is your proposed approach for underground facilities with minimal air circulation? What is your estimated time between contract award and commencement of remediation activities at first MAF/LCC; How many facilities can you remediate at a time; What is your proposed size of team to accomplish one facility at a time? What is your proposed size of team to accomplish multiple facilities? What skill mix/category of worker would you propose to accomplish the tasks listed in the PWS? What relevant certifications do you maintain? Does your team currently have security clearances? Is your business licensed, bonded, and insured? Is your company capable of developing PCB remediation training for the USAF? What is your Service availability and any potential blackout dates. Are you able to provide Firm Fixed pricing for each LCC/MAF? If not, what contract type is most appropriate? Do you foresee any environmental issues or impediments with the execution of this clean-up service? Please provide a Rough order of Magnitude (ROM) cost for the work to complete all work described in the PWS for 3 MAF/LCCs (2- Malmstrom AFB, 1-Minot AFB). ADDITIONAL NOTICES: Neither the release of this SSS nor any responses to it guarantee a solicitation will be issued.� A determination by the AF not to compete this solicitation is solely within the discretion of the AF.� The AF will not pay for either the effort or the associated costs to respond, or for any information provided. ELIGIBILITY REQUIREMENT: The distribution of the draft PWS and related documents is limited to contractors with a DD2345 certified by the Defense Logistics Information Service, Joint Certification Program (1-877-352-2255) and who have a legitimate business purpose. As such, the PWS and related documents cannot be provided to a contractor without a certification. Contractors who would like to become certified can find the form and instructions at: https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. Interested parties are advised that certification of a DD2345 may take time, so completion and submission of that form as soon as possible is highly recommended. The USAF anticipates moving quickly with this effort. Please respond to this effort at your earliest convenience. If additional time to respond is needed please request an extension from listed POCs
