- The U.S. Department of State (DoS) hereby submits a notice of intent to award a sole source firm fixed price commercial contract for a commercial-of-the-shelf (COTS) web-based software product: FedDataCheck, developed and provided by SBA approved Women Owned Small Business, PotomacWave Consulting, Inc. FedDataCheck is a subscription software product that assists U.S. contracting departments improve their Federal Procurement Data System (FPDS) reporting data quality, automate contractor responsibility assessment (CRA) reports, and have access to hundreds of procurement metric reports relevant to the top priorities in federal procurement. This FedDataCheck COTS provided software meets the DoS requirement to address and improve Federal Procurement Data System Next Generation (FPDS-NG) reporting data quality, automate contractor responsibility assessment reports, provide data, automations, and reporting capability for Federal Category Management initiatives, and provide access to procurement metric reports relevant to the top priorities in federal procurement. The period of performance for this contract effort will be a 12- month base period with four (4) 12-month option periods. Subscription services under this product with be delineated by CLIN, and DoS reserves the right to exercise all or only certain subscription features over the course of the full period of performance. The anticipated award date is November 16, 2023. This sole source contracting action is pursuant to FAR 6.302-5(b)(7), and therefore the Department of State plans on negotiating an award directly with PotomacWave Consulting Inc., which is a woman owned small business (WOSB). This planned action is a result of a review of� DoS market research, including responses received in reference to previously published sources sought notice: AOPE-SS09052023. WOSB vendors may provide required capability information by e-mail to contracting officer, Travis Keon, at keontc@state.gov, before the close� of this announcement that demonstrates, in a clear and convincing manner, that their existing COTS product(s) meet the following capability requirements: (1) Auto Correct features that both identify reporting errors in FPDS-NG, and automatically corrects those reporting errors; (2) Enhanced verification and validation processes that streamline communication with contracting staff and ensure inconsistencies identified during an audit are corrected; (3) Category Management automations to track and promote Best in Class (BIC) and Spend Under Management (SUM) utilization; (4) Automations that verify contractor responsibility in accordance with Federal Acquisition Regulation Subpart 9.1; and (5) Automations and reporting capability on small business statistics, competition, risk assessments, procurement acquisition led time or PALT, supplier diversity, and with the flexibility to create other reports and dashboards as determined by the users.
