Description
1. SCOPE OF WORK: The Veterans Health Administration (VHA) Non-Expendable Equipment (NX) National Program has identified the Surgical Saws, Bone, Cordless product line as a candidate for inclusion in the National Equipment Catalog (NEC). This will be accomplished via the awarding of multiple Blanket Purchase Agreements (BPAs). Surgical Saws, Bone, Cordless are used with powered handpieces in a wide variety of procedures for precision transverse and wedge osteotomies (incisions or transections of the bone). There are three basic types of bone saws: reciprocating, oscillating, and sagittal. Reciprocating saws are used primarily for transverse osteotomies of the large bones in the extremities and for small-bone-sculping procedures (e.g., excising bone tumors or bone spurs). Sagittal and oscillating saws are used for precise osteotomies. The BPA holder must demonstrate the ability to meet all requirements for the solicitation. The objective is to provide Surgical Saws, Bone, Cordless to be used by clinicians throughout the VA medical centers and facilities. The period of performance is for a 60-month ordering period. 2. REQUIREMENT The objective of this procurement is to establish BPAs for Surgical Saws, Bone, Cordless for inclusion in the NEC and nationwide usage. VHA aims to ensure availability and consistency of NX equipment and to obtain volume-based, standardized pricing. VHA desires to continue the practice of achieving cost avoidance while simultaneously balancing clinician considerations for obtaining quality equipment. For each product, the offeror must include a description reflecting the minimum technical requirements (MTRs) and level of quality that will satisfy the physical, functional, or performance characteristics of the product(s) specified in the solicitation. The offeror must also clearly identify the item by brand name (if any) and make/model number. Finally, the offeror must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer, and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements. Vendors may attach a separate sheet to list all their products. Vendors are encouraged to provide any product solution or configuration so long as they meet the MTRs. Additionally, vendors responses can include any additional product that may be beneficial. These items must be clearly identified by brand name and part number. For each product the response must include descriptive literature demonstrating the product meets or exceeds the MTRs specified below. The Government's intent is to include all ancillary items to ensure the equipment can function as designed by the OEM and as clinically required. Literature Review MTR 5 Automated washer compatible Literature Review Responses to this Sources Sought Notice shall include the following: Full name and address of company DUNS number/ CAGE Code/ SAM UEI Business Size Manufacturer or Distributor If distributor provide full name, business size and address of manufacturer Country of Origin designation for all products Ability to provide uninterrupted supply of products on a national scale Technical Literature that clearly shows product(s) meet the identified minimum technical requirements (MTRs) and page numbers where each MTR is met Any additional product solution or configuration that would be beneficial to the clinical functionality of the product line identified Although not required, vendors responding to this Sources Sought may also submit a Capabilities Statement
