- NOTICE OF INTENT TO AWARD SOLE SOURCE FOR Illinois & Iowa Ecological Services Field Office, IL for Eastern Massasauga Rattlesnake � eDNA Pilot Study TO STANTEC CONSULTING SERVICES INC. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations intends to award a firm fixed price sole source contract under the authority of: FAR 6.302-1 only one responsible source To STANTEC CONSULTING SERVICES INC. 2300 Swan Lake BLVD STE 202 Independence, Iowa 50644-9708, United States? The North American Industry Classification System (NAICS) code for this requirement is 541620 - Environmental Consulting Services, $19.0 Million. ? The object of this sole source award to STANTEC CONSULTING SERVICES INC is to provide services to identify occupied Eastern Massasauga Rattlesnake burrows, collect EMR individuals that have emerged from the burrows and process them collecting all relevant scientific data. Then at each burrow, eDNA will be collected and sent to a lab for processing. The services being contracted involve work that is of such a specialized nature (collection of eastern massasauga rattlesnake) and related to a specific geographic location (within the Hay-Buhr Conservation Area) that only a single source, by virtue of experience, expertise, proximity to the project. Contact was made to the Iowa DNR to inquire about Permit holders for EMR. There is only one who's permit covers the Hay-Buhr Conservation area in Bremer, County, Iowa. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
