- Notice of Intent to Issue a Sole Source Contract for International Trade Center Manager (ITCM) Services at the Ronald Reagan Building and International Trade Center located in Washington, DC. Description: The General Services Administration (GSA) Public Building Service (PBS) National Capital Region (NCR), Washington, DC intends to issue a sole source contract in accordance with FAR 6.302-1 for (1) twelve-month base period with (2) six months option periods.� The contract work will be performed at the Ronald Reagan Building and International Trade Center located at 1300 Pennsylvania Avenue, NW, Washington, DC.� The intended source will be the Trade Center Management Associates, (TCMA) LLC.� The contract will provide the following services: International Trade Promotion - working directly with international trade associations, organizations, and agencies to develop and promote programs in the international community to create and enhance opportunities for American trade commerce, communications, and cultural exchanges with other nations. Commercial Property Management Services - management of public spaces, conference centers, office space, retail space, food court and loading docks. Construction Management Services - required on-going projects and to be scheduled projects related to tenant space and build outs. Operations and Maintenance - services related to the maintenance and upkeep of the building and grounds. Parking Garage Management - management of valet parking, issuance of permits, collections of funds, offsite parking arrangements. Event sales, event production management and event setup/ tear down services Food and beverage catering. Leasing services (office and retail); identify tenants, promote available space, negotiate, and finalize lease. Marketing and promotional services. Lease administration, collect rents, apply escalation terms, enforce terms. Security coordination services, matches security requirements of the building to scheduled events and other usage of the building. Concierge services. Business center services; arranges for computer access, fax services, all IT requirements for each event. Maintain equipment, membership promotions, fee collection, and provide member services. Inventory stewardship and records management services. Financial and auditing services; performs parking audit, cash-collection audit, and contract audit. Managing Wi-Fi and other cable and telecommunications requirements The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as cited in FAR 6.302-1: �Only one responsible source and no other supplies or services will satisfy agency requirements�.�� The current international trade center manager contract expires on December 7, 2023.� The General Services Administration (GSA) is currently working on a procurement for the new long-term contract that will not be completed prior to the expiration of the current contract.� This interim bridge contract will allow GSA the necessary time to competitively procure a long-term contract that will fully promote competition in the marketplace practicable by formulating the new strategy plan, solicitation, award, and transition period for the implementation of the new ITCM contract. GSA hires one manager who is required to operate all the services mentioned above in a coordinated and harmonious manner.� TCMA is the only vendor that has performed the trade center manager services since 1995 and, in doing so, has extensive knowledge and business expertise required to properly manage the ITC unique Program. TCMA which has demonstrated innovative concept and capability to provide trade center manager services for the unique program requirements.�� This notice of intent is not a request for competitive proposals as no solicitation package will be issued.� GSA will consider any bids, proposals, quotations, or capability statements. Any response shall be submitted via e-mail to Ingrid Blair, Contracting Officer via email at ingrid.blair@gsa.gov. NO LATER THAN Thursday, November 30, 2023 at 2:30 PM EST.�The agency will consider any such submission.
