October 30, 2023 PROJECT UPDATE:� REPLACE BED TOWER, CLINICAL EXPANSION & PARKING GARAGE, JOHN COCHRAN DIVISION, ST. LOUIS, MO� (John J. Cochran Veteran�s Hospital) Good morning contractors, In our August 1, 2023, update we shared our target for issuing the IDaC solicitation in November 2023.� The solicitation we drafted and anticipated advertising in November was dependent on either full funding or incremental funding. At this time the program does not have a firm funding profile for the preconstruction services and major construction features needed to structure and compete the Integrated Design and Construction (IDaC) solicitation. USACE NWK does not anticipate advertising a construction solicitation for the major features of the John Cochran Project until a firm construction funding profile is known. Based on previous budget years, we anticipate that information becoming available in the Jan-Feb timeframe. Once known, the draft solicitation will require some edits to accommodate the firm funding profile prior to advertising. Funding Profile Information: VA is committed to funding the program. Full funding or Incremental funding for the entire program is highly unlikely. We are likely to receive a large portion of funding in FY24. The FY24 funds will not be enough to fund the Bed Tower.� Funding for the Bed Tower will come between FY25 and FY28. Based on anticipated phased funding, the project will have to be broken up into complete and usable phases with the Bed Tower funded last. Early and ancillary services and construction activities currently planned and being worked include: Street Vacations Demolition services Misc. utility relocations Parking Temporary VA Medical Center swing-space Temporary Government office space Major phased complete and usable construction features and services: Preconstruction Services (part of IDaC contract award, ~22 month duration) Construction of S. Parking Structure Construction of a new CUP, Engineering Facility, Motor Pool and related infrastructure Construction of new Bed Tower Construction of N.E. Parking Structure (Planned for Small Business) Construction of Opioid Treatment Program Clinic (Formerly known as the �SAC�. Planned for Small Business) Potential Procurement Scenarios: FY24 and FY25-26 Funding If the Bed Tower funding arrives in FY25 or FY26, the project can still proceed as one large IDaC solicitation and contract award with funding for Preconstruction Services; CUP, Engineering Facility, Motor Pool Construction Option; and a Construction Bed Tower Option.� This is the ideal scenario. FY24 and FY28 Funding The project can proceed as a reduced scope IDaC solicitation with funding for Preconstruction Services and a CUP, Engineering Facility, Motor Pool Construction Option. We assume IDaC is still the preferred delivery method for the reduced scope of work.� The Bed Tower would not be part of this contract and will have to be procured as a separate contract in FY28 or later.� This least desirable scenario creates a new series of questions about how to procure the Bed Tower in the final phase.� We identified a few options below: Delay design progression of the Bed Tower and procure it as a new IDaC contract? Advance design of the Bed Tower to performance requirements with bridging documents using contractor input during the Preconstruction Services phase of the smaller IDaC contract and compete the Bed Tower as a Design-Build contract? Advance the design to 100% with contractor input during the Preconstruction Services phase of the smaller IDaC contract and compete the Bed Tower as a Design-Bid-Build contract? Summary of key industry activities that occurred over the past months: -March 22, 2023:�� Industry Webinar -April 7, 2023:�� Draft IDaC Request for Proposal.� Thank you all for the high quality feedback and comments.� Those comments are incorporated into the drat IDaC RFP. -May 2023:� One-on-one feedback meetings were offered to interested firms and completed in mid-May. -August 2023:� Notice of a target IDaC solicitation in November 2023 We anticipate a more detailed industry webinar and engagement as soon as we receive a more certain funding profile to share with you.� Our team values your input to date and we welcome your feedback about our options and the scenarios discussed above.� Alternative solutions and comments regarding preferred delivery methods are encouraged.� Please send feedback, comments, or questions to:� Jay.B.Denker@usace.army.mil and Stephanie.R.Kretzer@usace.army.mil .
