- NOTICE OF INTENT TO AWARD SOLE SOURCE FOR FWS Blackwater National Wildlife Refuge, MD for Rehab of Blackwater NWR Pool 3 Levee system TO DUCKS UNLIMITED, INC. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations intends to award a firm fixed price sole source contract under the authority of: FAR 6.302-1 only one responsible source To DUCKS UNLIMITED, INC 7322 Newman Boulevard Building 2 Suite 200 Dexter, Michigan 48130-1557 The North American Industry Classification System (NAICS) code for this requirement is nvironment, Conservation and Wildlife Organizations $19.5 Million. The object of this sole source award to DUCKS UNLIMITED, INC for Blackwater NWR is in need of restoration work along the levee at Pool 3. This levee serves as vital wildlife habitat and flood water management. The levee is severely eroded and in need of additional heavy clay materials and soil to restore vegetation and prompt a stable levee. The work will include transportation of Service provided clay and soil from the staging area to the levee and spreading the materials out to provide a 12' roadway top, and 4:1 side slopes along the 3,700lf asset. The work necessary to perform this project includes contract over-site, low ground pressure trucks, dozers, soil compactors, staff and specialized GPS equipment to ensure accurate installation.. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
