Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05. This solicitation is set-aside for 100% Service-Disabled Veteran-Owned Small Business (SDVOSB). The associated North American Industrial Classification System (NAICS) code for this procurement is 811210, with a small business size standard of $34.0 Million. The FSC/PSC is J065. The VA Greater Los Angeles Healthcare System (VAGLAHCS) is seeking a contractor to certified and licensed contractor to inspect and repair medical air, oxygen, dental air, operating nitrogen, medical vacuum, monitoring and alarm systems for medical gases. After the repairs, the contractor shall also provide certification for use. Technicians are required to be ASSE 6040 certified. Contractor shall also provide emergency on call repairs as needed. Services will be provided at the West Los Angeles Medical Center (WLA VAMC), 11301 Wilshire Blvd, Los Angeles, CA 90073-1003, the Los Angeles VA Clinic (LA ACC), 351 E Temple St., Los Angeles, CA 90012-3328, and the Sepulveda VA Medical Center (SACC), 16111 Plummer St., Sepulveda, CA 91343-2036. All interested companies shall provide quotations for the following: Supplies/Services The contractor shall provide all labor, materials, supplies, tools, equipment, parts, software (needed for the general operation of the equipment), travel, ICRA Barriers, supervisors, and qualified personnel to accomplish the tasks outlined in this SOO. Contractor is responsible for all subcontractors required to complete reports. All work shall be performed during normal hours unless otherwise approved by the COR or his/her designee. Contractor to provide service to all medical gases and locations listed: West Los Angeles VAMC - Medical Air System and Dental Air System West Los Angeles VAMC - Operating Room Nitrogen System, Carbon Dioxide and Nitrous Oxide (Manifold Operation and Supply Cylinder Change Out.) VHA has adopted NFPA 99 - Healthcare Facilities Code (hereafter NFPA 99 ) for the design, installation, operation, and maintenance of Medical Gas systems at VA medical facilities. VA Personnel will monitor this service. The contract period of performance is 12/01/2024 12/31/2028, with an FOP of destination. All Invoices from the contractor shall be submitted electronically in accordance with VAAR Clause 852.232-72 Electronic Submission of Payment Requests. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. Options will be evaluated at time of award. The following are the decision factors: Price, then past performance. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.""
