- Beginning of Notice Update of 31 October 2023. -- Solicitation Amendment 0006 is issued (despite the PIEE Solicitation Module indicating that it is Amendment 0008).� The offer due date is extended to 2:00 pm Eastern Time 30 November 2023.� Section L instructions related to Pre-Requisites are clarified.� Section J Attachment 1 Statement of Work is revised.� Additionally, Attachment L-4 Past Performance Contract Data (PP-1), Attachment L-6 Volume 4 CE Gap Analysis Table, and Attachment L-7 Engine Cost/Price Excel Spreadsheet are revised.� Several clauses are updated.� NAVAR standard contract language replaces each NAVAIR clause and NAVAIR provision. -- The following are added to the Solicitation Module in PIEE. --- N0001923R0094Amend0006.docx --- N0001923R0094ConfThruAmend0006.docx --- N0001923R0094ConfThruAmend0005 redline.docx --- Attachment_1_P-8A Eng Dep SOW 2023-10-18.docx --- Attachment_1_P-8A Eng Dep SOW 2023-10-18 redline.docx --- Att L-4 Vol 3� PP-1 PP Cont Data Amend6.xlsx --- Att L-4 Vol 3� PP-1 PP Cont Data redline.xlsx --- Att L-6 Gap Analysis Amend6.xlsx --- Att L-6 Gap Analysis Amend1 redline.xlsx --- Att L-7_Cost_Engine Amend6.xlsx [Note there is no redline version of this attachment] NAVAIR hereby invites interested parties to participate in a Pre-Proposal Conference to be held virtually via MS Teams on Wednesday, 8 November 2023 beginning at 10:00 am Eastern Time.� The primary purpose of the Conference is for NAVAIR to clarify proposal instructions to ensure receipt of compliant proposals.� No Controlled Unclassified Information (CUI) will be discussed. �All attendees must register to attend by 4:00 pm Eastern Time on 6 November 2023 using the registration file (P-8A Engine Depot Maint Pre-Proposal Conf Reg Form.docx) attached to this Notice. Attendees are encouraged to review the solicitation N0001923R0094 which is posted in the Solicitation Module of the U.S. Government Procurement Integrated Enterprise Environment (PIEE) website (https://wawf.eb.mil).� Some of the attachments and technical documents may contain Controlled Unclassified Information (CUI). �Distribution of CUI by an Offeror to that Offeror�s team members, partners, subcontractors, suppliers and/or vendors shall be the responsibility of the Offeror and shall be limited to a �need to know� basis.� All guidance contained herein with regard to handling, distribution and destruction of CUI shall be flowed down to all team members, partners, subcontractors, suppliers and/or vendors.� Those who access or take receipt of CUI shall comply with all laws, export controls and distribution statements associated with the document.� Due to certain CUI being export-controlled, all requests for access to attachments and technical documents containing CUI must be in writing and must include a certified copy of a DD Form 2345, Military Critical Technical Data Agreement.� To obtain certification, contact Defense Logistics Information Service at (800) 352-3572 or http://www.dlis.dla.mil/jcp/documents.asp.� After obtaining a certified DD Form 2345, each Offeror shall transmit via email its written request for access to solicitation attachments and technical documents containing CUI, with the certified DD Form 2345 attached to the email, to Contract Specialists Ryan Chandlee at ryan.m.chandlee.civ@us.navy.mil and Matteo Garofalo at matteo.s.garofalo.civ@us.navy.mil. Each potential Offeror shall certify that no dissemination of any export-controlled solicitation attachments and technical documents containing CUI subject to this requirement will occur in a manner that would violate applicable export control laws and regulations via submittal of their approved DD Form 2345.� Upon review of the Offeror�s written request, verification of Offeror�s status and acknowledgement of the Offeror�s responsibility under the US Export laws and regulations, the Government will provide the Offeror access to the solicitation attachments and technical documents. Each Offeror who was granted access to the solicitation attachments and technical documents and later decides to �no bid� shall provide certification of the destruction of the attachments and technical documents.� Each Offeror shall provide the destruction certification on corporate letterhead within 10 business days of such a decision or by the proposal submittal deadline, whichever is earlier, via email to the aforementioned contract specialists.� All Offerors, other than the successful Offeror(s), shall destroy all solicitation attachments and technical documents obtained and provide proof of such destruction via signed letter on corporate letterhead transmitted via email to the aforementioned contract specialists. Although questions are encouraged to be asked during the Conference, the Government respectfully requests that all verbal questions be followed-up in writing by 9 November 2023 via the Q&A File attached to this Notice (Govt Q&A blank form.xlsx) and emailed to the Contract Specialists. NAVAIR plans to post Questions and Answers to the Solicitation Module in PIEE.
