Description
Synopsis: The United States Agency for International Development (USAID) India intends to make an approximately $9 million sole source sustainable landscapes award to Tetra Tech ARD for scaling up pan India the technological solutions for improving forest management that have been developed and successfully piloted under the Forest-PLUS 2.0 contract as well as to promote broader use of those technologies for research and evidence-based policy formulation.����������� The period of performance is December 4, 2023 to December 3, 2026.� Type of contract is Cost-Plus-Fixed-Fee Completion. The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-70(b)(5) , Citation; 40 U.S.C 113, Impairment of Foreign Aid Programs, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation.� Furthermore, in 706.302-70(b)(5) states that this authority may be used for an award for the continued provision of highly specialized services when awarding to another resource would result in substantial additional costs to the Government or would result in unacceptable delays. Tetra Tech currently provides technical assistance to the USAID and Government of India (GOI) to improve management of targeted landscapes in India for enhanced ecosystem services and increased inclusive economic opportunities under existing contract 72038619C00001 through December 03, 2023. The new sole source� contract is needed for providing highly specialized services to USAID and GOI to improve forest management which will help the United States and India achieve shared forest based climate mitigation goals. Specifically, the new contract will build on, scale up and institutionalize at a national level the solutions that have been developed and piloted under the current Forest�PLUS 2.0 contract that would help mitigate climate change through forestry interventions. It will also promote reliable data collection and monitoring systems to track the changes. Data will be used to guide policy formulation/revision in the forestry sector. The contract value is estimated not to exceed $9m in fulfillment of program objectives that align with the original contract. No solicitation package will be issued. This notice of intent is not a request for competitive proposals.
