- �Period of Performance: Base plus 4 option years In order to hunt deer or turkeys during a quota hunt on Land Between the Lakes National Recreation Area (LBL), a hunter must apply and be drawn for a quota hunt permit. The Contractor shall supply and administer a developed, tested, and proven online Quota Hunt Application System (QHAS) that will accept applications, collect application fees, conduct a randomized quota hunt drawing with preference points, send email notices to all registrants, sell LBL permits online, and allow hunters to check their application history, preference points, and print hunting information, permits, maps, etc.� The website shall collect applicant information and store it in a secure environment that meets the requirements of the U.S. Government. After the close of each application period, the Contractor will conduct a randomized quota hunt drawing and assign permits or preference points to applicants. Contractor shall maintain a secure database with the most recent 5 years of application history, which shall be the property of the Forest Service (FS), and shall be submitted to FS as requested and at the conclusion of the contract.� During the application periods (currently, the month of February for turkey hunts and the month of July for deer hunts) and throughout the year, the Contractor and Forest Service (FS) designated staff will have real-time access to applicant data for corrections to hunter information, additions, deletions, and to assist hunters in the registration process if needed. Contractor will make quota hunt drawing results available to applicants through the website and by email. At the conclusion of each drawing, all applicants will receive email notification with their drawing results, printable permit if drawn, and new preference point balance.� Also, applicants can log back into the website at any time to check their group number, draw status, preference point balance for deer or turkeys, print a quota hunt permit if drawn, print their application history for the past 5 years, and purchase and print related permits (e.g. Hunter Use Permit, Backcountry Camping Permit, etc.). The website shall be attractive, convenient and easy to use whether accessing with a mobile device or personal computer, accept credit card and debit card payments, and enable hunters to check draw status, preference points, and purchase and print permits. Note: rather than develop a new system, we are looking for an already developed, tested, and proven system that can be adapted to most closely meet the needs of our visitors and the U.S. Forest Service.�
