- NOTE: Due to an administrative issue, the XM919 IAM requirement has been assigned a new solicitation number.� The previous solicitation number, W15QKN-23-R-0056 is being replaced with new solicitation number W15QKN-23-R-0089. There have been no other changes to the XM919 IAM solicitation. If any future changes are required, they will be made in the form of an amendment to solicitation W15QKN-23-R-0089 and posted in SAM.gov. U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager, Close Combat Systems (PM-CCS), is issuing this request for proposal (RFP) for the production of the XM919 Individual Assault Munition (IAM), utilizing Full and Open Competition (F&OC) procedures. The XM919 IAM tactical munition is a disposable, lightweight, single shot, multi-target, and Fire from Enclosure (FFE) capable Shoulder Launched Munition (SLM). The XM919 IAM system consists of the XM919 IAM tactical munition and training devices to include the XM922 Sub-Caliber Trainer, associated Sub-Caliber Tracer Cartridge, Field Handling Trainer (FHT), and spare parts. The XM919 IAM is for combat units at the squad level, employed by an individual Soldier. This will reduce the Soldier�s need to carry multiple systems, as they will no longer have to choose between an anti-armor or an anti-structure capability. The anticipated contract will require performance of Load, Assemble and Pack (LAP) activities at a location(s) within the United States (U.S.) no later than the start of the third (3rd) through fifth (5th) ordering periods of the contract. This will provide potential foreign sources with an opportunity to transition LAP to a location(s) in the U.S. during the first two (2) ordering periods of the contract. The anticipated award date for this acquisition is projected for second quarter (2Q) FY24. Specifications: The contractor will be required to provide all necessary labor, material, supplies, services, facilities, and equipment to perform the requirements of the referenced RFP. The XM919 IAM, XM922 sub-caliber and sub-caliber tracer cartridge ammunition attributes (technical performance, safety, target defeat, technical documentation / manuals) will be defined within the XM919 IAM, XM922 sub-caliber and sub-caliber tracer cartridge ammunition Performance Specifications (P-Specs). Planned Acquisition: The Government intends to award a contract without discussions (except for clarification as described in FAR 15.306(a)), as permitted by FAR 15.306(a)(3) and FAR 52.215-1. However, the Government reserves the right to conduct discussions to permit Offerors to revise their proposals. The Government intends to award a single five-year, Indefinite Delivery / Indefinite Quantity (IDIQ) production contract, with Firm Fixed Priced (FFP) delivery orders. The contract will consist of five 12-month ordering periods. Ordering Period 1: 12 months from the date of award Ordering Period 2: 12 months from the end of Ordering Period 1 Ordering Period 3: 12 months from the end of Ordering Period 2 Ordering Period 4: 12 months from the end of Ordering Period 3 Ordering Period 5: 12 months from the end of Ordering Period 4 LIMITED DISTRIBUTION DATA INFORMATION INSTRUCTIONS: This solicitation incorporates Controlled Unclassified Information (CUI) in Section J. Documents that have Limited Distribution Data markings will be available to interested parties upon request. To obtain a copy of the CUI documents, interested parties shall submit the following forms: 1. Technical Data Request Questionnaire (Attachment 0009, Section J) 2. Non-Disclosure and Non-Use Agreement (Attachment 0010, Section J) 3. DD Form 2345 Military Critical Technical Data Agreement (Attachment 0016, Section J) AMENDMENT 0002: 1. The purpose of amendment 0002 to Solicitation W15QKN-23-R-0089 is for the following: a.� �Update the Proposal due date from 25 October 2023 to 30 November 2023. b.� �Amend CDRLs: #001 ECP, #012 Test Report (LAT), #017 CCCP, #029 Hazardous Waste Report, #036 Reliability and Maintainability Predictions Report, and #040 Sci & Tech Report Training for De-Militarization. c.� �Amend Attachment 0001 - Quality Assurance Program. d.� �Amend Attachment 0004 - CUI - XM919 IAM P-Spec Compliance Matrix. e.� Amend Attachment 0008 - Price Matrix. f.� �Revise Section C - Statement of Work. g.� Revise Section L - Instructions, Conditions, and Notices to Offerors. h.� �Provide responses to RFP Questions. i.� �Provide responses to Industry Day #3 Questions. j.� �Notify Industry that the Government anticipates updating the P-Specs and other CUI documents with minor revisions borne by Industry Questions. Potential Offerors who were already approved to access Controlled Unclassified Information (CUI) under this RFP do not need to resubmit Attachments 0009, 0010 and 0016. An Amendment will be issued once the P-Specs are revised. Please contact the POCs identified in the RFP for a copy of CUI documents.
