Description
Army Contracting Command-Rock Island (ACC-RI), on behalf of the Office of the Project Director Joint Services (PDJS), and the Joint Munitions Command (JMC), issues this Sources Sought Notice (SSN). SYNOPSIS The purpose of this SSN is to obtain information from industry to assist in determining the most suitable approach to meet the Government�s needs and to gauge the extent of industry capabilities to support modernization efforts regarding the supply of DNAN (2,4-dinitroanisole, CAS No. 119-27-7) for use in insensitive explosive formulations, such as IMX-104. The Government wishes to identify interested Continental United States (CONUS) manufactures of DNAN and DNAN precursor chemicals. This includes parties with recent specific experience and those with general chemical process experience interested in establishing new capabilities. REQUIREMENTS: The Government is contemplating a future annual DNAN volume requirement in excess of 3 million pounds. Precursor chemicals associated with DNAN production include chlorobenzene (CAS No. 108-90-7), 4-nitrochlorobenzene (CAS No. 100-00-5), 2,4-dinitrochlorobenzene (CAS No. 97-00-7), and 4-nitroanisole (CAS No. 100-17-4). The Government is interested in identifying vendors capable of producing DNAN or any of these precursors without reliance on foreign-sourced inputs. The Government requests that interested parties provide the critical process facilities and capabilities needed to produce all or some of these chemicals? Within its response, the Government requests that the interested party explain if it currently has those capabilities and/or the necessary process facilities? The Government requests interested parties provide a basic technical description of your relevant technology(ies) including block/process flow diagram(s).� The Government requests interested parties describe environmental regulatory permits and compliance requirements for production of one or more of the chemicals of interest listed in item Number 1 above. Within its response, interested parties are requested if it currently holds the required permits and complies with the relevant regulations? Describe any compliance activities required to enable production of the chemicals of interest. If additional facilities are required, the interested party is requested to provide a budgetary estimate for your scope of supply supporting nominal production of 3 million pounds of DNAN per year. Interested parties are requested to provide estimated pricing for: the chemicals of interest, Freight on Board (FOB) to your facility, and the general commercial conditions that would enable commencement of production and supply.� Include an estimated timeline and approach required to establish production of the chemicals of interest. SUBMISSION INSTRUCTIONS: Interested parties shall indicate interest and capabilities to satisfy the above requirements by identifying the following items on a cover sheet: Company Name, Unique Entity Identifier (UEI) and Commercial and Government Entity (CAGE) Code Company Address, Country Represented, and Website Company point of contact, phone number, and email address Business size information (please specify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman- owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business) Capability/qualification data, skill sets, professional licensure, and expertise to perform projects similar to the proposed projects which demonstrate experience in execution of such projects. (To include but not limited to facility design and construction, permitting, engineering, etc.) Capability/qualification data to prepare and comply with various environmental documents and permits. Capacity to provide management controls of cost, schedule, and quality. Major partners or suppliers, to include those in areas such as design and engineering support, construction management, and environmental consulting. Please include location of offices/facilities and capability of source and major partners/supplies/subcontractors/consultants. Industry feedback on terms and conditions to be included in the acquisition, to include recommendations on contract length, incentives, etc. The North American Industry Classification System (NAICS) Code(s) for this effort are: 3251 � Basic Chemical Manufacturing 325920 � Explosive Manufacturing 325998 � All Other Miscellaneous Chemical Product and Preparation Manufacturing 332993 � Ammunition (except Small Arms) Manufacturing 333248 � All Other Industrial Machinery Manufacturing� Interested parties shall submit an organizational chart (prime and joint ventures), capabilities statement, and response package demonstrating ability to provide the services listed above including information from up to three past federal government projects. Responses shall not exceed fifteen (15) 8.5 x 11-inch single sided pages (font no small than 12-point), including cover sheet and diagrams. Responses shall reference this SSN in the subject line of all emails and on all enclosed documents. Responses shall be submitted in either Microsoft Word or Portable Document Format (PDF) via email to brandon.m.garnica.civ@army.mil, josephine.l.hennings.civ@army.mil, and mackenzie.m.seaba.civ@army.mil NO LATER THAN November 29, 2023 at 4:00 pm Central Time. If the file size of the response to this SSN exceeds 5MB, then response may email Mr. Garnica to request a �Drop Off� via DoD Safe. Information and materials submitted in response to this SSN WILL NOT be returned. Responses may include data that the respondent does not want disclosed to the public for any purpose or used by the Government except for informational purposes. However, please note that the Government and its contractors will review the responses to this SSN. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside of the Government. DO NOT SUBMIT CLASSIFIED INFORMATION. CONFIDENTIALITY: The Government reserves the right to use any non-proprietary information in any resultant solicitation(s). Proprietary information in responses should be clearly marked as such.
