Written follow-up questions may be asked of responders for clarification, but this will not indicate a selection or preference. CAUTION: This is not a commitment to fund any effort submitted in response to this request. � Respondents are placed on notice that participation does NOT guarantee participation in future solicitations or contract awards. AFLCMC/Legacy Training Aircraft International Branch WPAFB, is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. Please be advised that all submissions become Government property and will not be returned. All costs associated with responding to this RFI will be at the responding party's expense. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a guarantee to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Introduction The Department of the Air Force, Air Force Life Cycle Management Center (AFLCMC), Mobility and Training Aircraft (MATAC) Division, Legacy Training Aircraft International Branch, Wright Patterson Air Force Base (WPAFB) is conducting market research to identify, as potential sources, companies who may possess the expertise, capabilities, experience, and necessary data to respond to the requirements listed in this document. This will also assist the USG in determining whether this requirement will be full and open competition, a small business, or a sole source acquisition. Historically, this acquisition has been awarded as a sole source contract. However, AFLCMC is issuing this RFI to explore a technically sound and economical non-developmental solution, which can provide sustainment services in support of the T-6 Trainer Program for the Government of Israel. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Small Businesses are encouraged to provide responses to this RFI in order to assist AFLCMC Legacy Training Aircraft International Branch, in determining potential levels of capability and competition available in the industry, as well as helping to establish a basis for developing any subsequent potential subcontract plan goal percentages. It is the responsibility of the interested parties to monitor the SAM.gov, GSA Advantage, and FedBizOpps site for additional information pertaining to this RFI. Objective The Legacy Training Aircraft International Support Branch of AFLCMC/MATAC is exploring the market for qualified firms to provide Pressure Valves and Water Separator Kits in support of the T-6 Trainer Fleet Program for the Government of Israel. The requirement includes twenty-four (24) fully assembled kits, in total, for each the PRSOVs and Water Separator Kits. The kits are to include installation instructions for the Israeli�s to install on their T-6 fleet. The kits shall be tested, certified for airworthiness and a certificate the kits meet fit, form, and function to the T-6. Instructions AFLCMC/LTAD International Branch, invites industry to submit unclassified responses by 1400 (EST) 15 Nov 2023. Detailed guidance on the submission can be found below. Written responses to this RFI shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Please ensure all appropriate security procedures and policies are followed when responding to this RFI. Respondents should indicate which portions of their responses are proprietary and should mark them accordingly. All information received in response to this RFI that is properly marked as ""proprietary"" will be handled accordingly. Proprietary information must be clearly marked on the outside container and on the materials inside. The Government shall not be liable for, or suffer any consequential damages, for any proprietary information not properly identified. Please provide responses to the following questions in the 8-12 page response: Does the offeror have the capability to procure PRSOV and Water Separator Kits to execute the requirements of a potential contract? Please provide capability and describe how the offeror would intend to perform the following and if support is required to perform the following:� � � � � Certificate of form, fit and function to the T-6 for kits. Testing and airworthiness certification for the kits. Installation drawings for the kits to be installed on the T-6? Does the offeror have previous experience in providing supplies and/or support for Foreign Military Sales (FMS) efforts? If so to what extent? Please provide a Rough Order of Magnitude (ROM) for pricing and availability for proposed kits and associated costs for certificate of form, fit, and function, installation drawings, and airworthiness test and certification. Please include pricing for 1 each of the PRSOV Kit, 1 each of the Water Separator Kit, 24 each of the PRSOV Kit, and 24 each of the Water Separator kit. Please include pricing for airworthiness testing, installation drawings, and certificate of form, fit, and function. Please describe any warranty options?
