- SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE InCommon Membership The Department of Veterans Affairs, Veterans Health Administration, Office of Health Informatics (OHI), Health Information Governance (HIG), Library Network Office (LNO), requires agency membership to the InCommon Federation. This is an annual membership in which the period of performance is January 01, 2024, to December 31, 2024, and will include four (4) option years. The Program Contracting Activity Central (PCAC) Office of Informatics and Analytics intends to issue a sole source solicitation to University Corporation for Advanced Internet Development (InCommon Federation) 1150 18TH ST NW, STE 750 WASHINGTON, DC 20036-3880. InCommon Federation will allow the Library Network Office and individual VA locations to save money on annual subscription e-resources by allowing purchasing of resources based on need rather than institution size and IP address. Currently, LNO purchases and provides resources on a national level based on group pricing. Many individual VA locations choose to supplement what LNO provides by purchasing additional resource subscriptions that they pay for directly. VA locations that share IP addresses are currently being forced to purchase resources for both locations based on IP authentication with no means to limit access to just one location because of the shared IP address. This issue will be eliminated by an InCommon Federation membership because publishers trust that InCommon members will honor their subscription agreements and will only provide authentication to verified subscription holders. The NAICS code for this procurement is 813920 and the Small Business Administration Size Standard is $23.5M. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
