- THIS IS A SOURCES SOUGHT/ SYNOPSIS.� FOR SECURITY REASONS, THE SOLICITATION WILL BE DISTRIBUTED ON 16 NOV 2023 TO ONLY THOSE SMALL BUSINESSES THAT RESPOND IN A TIMELY MANNER TO THIS SYNOPSIS WITH THE REQUESTED DOCUMENTATION.� NORAD/USNORTHCOM IS SEEKING TO IDENTIFY SMALL BUSINESSES THAT ARE INTERESTED IN AND CAPABLE OF REFURBISHING PHYSICAL THERAPY CLINICS IN MEXICO.� The NAICS selected to capture the government�s requirement is 339112 Surgical & Medical Instrument Manufacturing.� The small business threshold for this NAICS is 1,000 employees.� This requirement is set-aside for small businesses. This Norad-Northcom (NNC) project is a hybrid project; it is a large commercial-off-the-shelf medical commodity purchase with incidental logistical and program management services and non-commercial construction.�� The preponderance of the effort is commercial; therefore, commercial terms and conditions will be incorporated into the award.� The proposed acquisition will be procured using FAR 13.5 procedures.� The contractor will be required to supply eleven clinics with physical therapy equipment to include water therapy apparatus at some of the sites.� The contractor will be responsible for procuring, transporting and installing the equipment and construction materials for each location.� An understanding of logistical challenges presented when working outside of the U.S. will be required.� Additionally, the contractor will be required to assemble and manage construction crews who will refurbish each clinic to meet regulatory specifications and to accommodate the needs of Mexicans with disabilities.� The awardee shall be fluent in written and verbal Spanish.� Cultural sensitivity to the needs of local Mexican people is paramount and shall be always evident in the contractor's work.� This is a humanitarian project. Only small businesses incorporated in the U.S., registered in SAM and experienced in international logistics/construction-type work will be eligible to receive a solicitation. The solicitation will be comprised of a performance work statement, the performance sites in Mexico, contractual terms and conditions (including international liability and worker�s compensation insurance) and specifications for each clinic�s improvement projects.� �� The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.
