Description
INTENT TO SOLE SOURCE: HOWARD BCMA NURSING (MEDICATION) CART BPA THIS IS NOTICE OF INTENT TO SOLE SOURCE FOR HOWARD BRAND BCMA NURSING (MEDICATION) CART BPA: 36C241-23-AP-3795: This is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. The Department of Veterans Affairs VISN 1 New England intends to award a five (5)-year, Base-Plus-Four-Year, Firm Fixed Price, Consecutive, Sole Source BPA (Blanket Purchase Agreement) to sustain streamlined procurement of Howard BCMA Nursing Carts, to Minburn Technology Group, LLC, the sole OEM-authorized distributor for the Howard brand BCMA Nursing Carts. The OEM, Howard Industries (Howard technology Solutions) no longer distributes directly to the Government. Howard has provided a Letter of Authorization designating Minburn Technology Group LLC, a SDVOSB, as the sole-authorized distributor to the Government. VISN 1 has standardized to the Howard brand BCMA Nursing Carts over the past five years via the previous Howard BCMA Nursing Cart BPA. VISN 1 has invested $12.5M to date. The proposed consecutive BPA for Howard brand BCMA Nursing Carts will afford direct replacement of end-of-life units. New acquisitions for Howard brand BCMA Nursing Carts will afford direct integration and compatibility in form, fit, and function with existing BCMA Cart fleets and the existing medication systems with which they will integrate. The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901. This statute is implemented for restricting competition on this procurement via FAR 6.302-1(a)(2). The intent is to procure the services mentioned above on a sole source basis. No solicitation will be posted to Contract Opportunities. The primary North American Classification System Code (NAICS) is 339112: Surgical and Medical instrument Manufacturing, which includes Medical/Nursing Carts. The most current Business Size Rating for this NAICS is 1000 employees. Capable parties may identify their interests and authorization to respond to this requirement by November 7th, 2023, at 16:00 PM (EDT). A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Contracting Officer. VA NEW ENGLAND HEALTHCARE SYSTEM VISN 1 Howard BCMA Carts BPA Performance Work Statement Background: VISN 01 is replacing its use of Barcode Medication Administration (BCMA) carts, Workstations on Wheels (WOWs), and Transfer carts throughout the VISN. BCMA carts serve two primary functions: 1) Mobile cart which provides an efficient means of storing, organizing, and transporting medications and supplies to patients during the medication administration process including but not limited to: A) medications that have been delivered by pharmacy to the unit, B) medications pulled from the pharmacy dispensing system by nursing staff, C) stored ward stock supplies (e.g., cups, syringes) transporting them to the patients D) work surface for preparing of medication at point of administration 2) Point-of-care computing and technology-based medication administration recording system. WOWs also serve point-of-care computing and efficient means of storing supplies. Transfer carts serve the primary function of transferring medications and supplies securely in storage drawers matching the BCMA carts from the pharmacy and medication cabinets. This BPA is to have firm fixed pricing per the price schedule. Contractor Responsibilities: The following functional requirements must be addressed in each contractor s quote, and the following documentation provided: - Footprint of cart - Storage drawer sizes and configurations in cassettes and carts - Itemized list of parts and accessories with prices for additional purchasing - Weight of cart and battery without accessories - Life expectancy of cart batteries The contactor shall include all equipment, accessories, materials, installation services, and training services specified in this Statement of Work (SOW) document. In addition, the contactor shall provide BCMA Carts and WOWs, which demonstrate compliance to all aspects of the UL2601 and D-IBC 60601-1 standards. The contractor shall provide implementation services as part of the BCMA Cart purchase. Implementation services shall include the following: o A project manager Contractor Responsibilities (cont d): O Detailed project timeline with defined roles and responsibilities (including Contractor/ VA resources) o On-site installation coordination of all equipment and accessories, a training plan, and schedule for go-live Delivery and Installation service requirements: o Materials shall be new equipment, parts and accessories as specified in this SOW/PWS. o The contractor shall deliver materials to the job site in original equipment manufacturer s (OEM) original unopened containers, clearly labeled with the OEM s name, equipment model and serial identification numbers, delivery order number, and VA purchase order number. o The contractor is responsible for inventorying materials prior to delivery to VA sites to check for accuracy in quantity and part number. o All on-site installation services shall be contractor-provided by technical staff (not sales reps) fully trained to service and install products, parts, and accessories as specified. o The contractor shall provide, maintain, and dispose all material waste and packaging associated with the Howard products and/or waste generated during the installation services. The contractor shall provide the following documentation for the proposed BCMA Cart Configuration: o Two copies of the operator s manual for every (10) BCMA Carts and WOWs purchased o Two copies of complete technical service manuals including troubleshooting guides, necessary o diagnostic software and equipment, schematic diagrams, and parts lists for every 10 BCMA Carts and WOWs purchased o One copy of technical service manual and one copy of operator s manual shall be provided for orders of less than 10 BCMA Carts and WOWs. o Electronic versions of both operator s manual and technical service manuals for BCMA Carts and WOWs o DVD or web-based training for both operator s manual and service if available. Government Responsibilities: Each VA site is responsible for inventorying materials prior to acceptance of order. Each VA site shall identify and provide limited daily storage of contractor parts/supplies at the time of delivery. Each VA site shall reject items that do not conform to requirements above. Training Requirements: Upon delivery of the BCMA Carts and WOWs, certified instructors must provide user training for staff on day, evening, and night shifts at flexible times to be determined by each facility. o Day shift (0730-1600) o Evening Shift (1530-MN) o Night Shift (2330-0800) o Weekend Shift Training criteria needed and needs to include all staff need to be trained within two weeks of delivery of carts training needs to be flexible based on day, evening, night, and weekend shifts. All times will be determined by each facility. The contractor should provide a narrative explanation of the technical training to ensure Biomed staff at each facility have the ability to service and support BCMA Cart & COW equipment at an equivalent level of a contractor-provided fully trained service technician. All cost and expenses for the contractor to provide the technical training required shall be included with each purchase. Training may be provided on-site or off-site. The contractor shall provide any special service tools and/or test equipment comparable with that provided to the OEM s service personnel for both hardware and software repairs. Primary evaluating tool will be the Past Performance Information Retrieval System (PPIRS). If the contractor is not in this database, the contractor shall supply no fewer than 3 reference sites that are currently using the product identified in the quote. Each reference shall include at least 2 points of contact detailing full name, title, and phone number. Trade-In or Disposal: For all carts, the contractor shall provide trade-in and/or disposal of existing BCMA Carts and WOWs (minus hard drive which will be retained by the site for proper disposition) that will be decommissioned by the sites upon delivery of the new units. The contractor shall provide shipping and/or transportation for these units. The contractor shall provide, maintain, and dispose all material waste and packaging associated with the BCMA Carts and WOWs/products and/or waste generated during the installation services. Contractor will be responsible for moving waste materials from job site(s) to a contractor-provided waste container, and then off site. All damaged or decommissioned disk drives will be maintained by the local site and properly disposed of.
